Full-Time Assistant Assessor of Taxes (Residential)
Job Description
The City of Worcester seeks qualified applicants for the position of Assistant Assessor of Taxes (Residential) for the Assessing Division. Under the direction of the Principal Assessor of Taxes, the position is responsible for field data collection, data quality reviews, market research and other tasks as defined by the City Assessor towards the accomplishment of annual revaluation of all taxable residential property in the City. The position will assist in maintaining records (paper, digital, and photographic) pertaining to the assessment of real and personal property in the City. This is a technical position involving the appraisal of real and personal property. A substantial amount of time is spent inspecting, measuring, and analyzing properties in the field.

ESSENTIAL ELEMENTS:
- Assist in maintaining records (paper, digital, and photographic) pertaining to the assessment of real and personal property in the City.
- Keep up to date with the appraisal procedures, market trends and construction costs.
- Appraise property to obtain the true market value, make allowances for location, grade, condition, depreciation and obsolescence.
- Assist in the revaluation of real and personal property.
- Assist in answering complaints of over-assessment and defend assessments as necessary.
- Prepare necessary local, state and federal reports, as needed.
- Other duties as required
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
- Knowledge of modern real property appraisal principles and practices and related regulations and laws.
- Knowledge of building construction practices and of building and land values.
- Capable in making typical real property appraisals, skilled at using database, spreadsheet, and word processing software to prepare reports with varying degrees of complexity and detail.
- Ability to establish and maintain effective working relationships with the public and other employees
- Excellent verbal and written communication skills
- Strong analytical and organizational skills
- Ability to effectively work individually and as a team member
- Must be reliable, self-motivated and disciplined
- Knowledge of Excel and/or other spreadsheet programs
- Familiarity with Vision (or comparable) valuation software.
- Familiarity with laser measuring devices.
- Knowledge of the rules of Massachusetts as related to real property appraisal and assessments
MINIMUM REQUIREMENTS:
- Associate’s degree in real estate studies, economics, finance, or related field
- An equivalent combination of education, training and one (1) year of experience that provides the knowledge, skills, and abilities to perform the required duties of the position will be considered in lieu of the above-mentioned requirements.
- Experience with valuation software.
- Excellent communication skills.
- Valid Driver’s License and access to reliable transportation.
PREFERRED QUALIFICATIONS:
- Bachelor’s degree in real estate studies, economics, finance, or related field
- Four (4) years of experience in a role involving the valuation of real property, such as appraiser, valuation data manager, real property appraisal aide, or related role
- Two (2) years of experience in a role involving the valuation of real property, such as appraiser,
- Two (2) years of experience in a role involving valuation data manager.
- Two (2) years of experience in a role involving real property appraisal aide, or related role.
- Department of Revenue Certification as Assessor.
- Experience with Workday software.
SALARY RANGE: $30.78-$37.52 hourly, full-time, with an excellent benefits package.
