Minimum Qualifications of Education and Experience
- Expected starting $25.65 to $34.25. Full salary range $25.65 to $42.85 (Appraiser Trainee)
Expected starting $32.72 to $43.68. Full salary range $32.72 to $54.64. (Appraiser)Associate’s degree from an accredited college in real estate, business administration or related field. (Appraiser Trainee)

A combination of education and experience equivalent to two (2) years of experience in a related or customer focused position. (Appraiser Trainee)

Associate’s degree from an accredited college in real estate, business administration or related field and one (1) year of experience in a customer focused position. (Appraiser)

Certified Minnesota Assessor (CMA) certification from the Minnesota State Board of Assessors is required within two (2) years of employment. As a condition of continued employment, persons with a CMA certification must obtain and keep licensure as an Accredited Minnesota Assessor (AMA) within five (5) years of having become licensed as a CMA. (Appraiser) Nature of Work
- Under general supervision, appraises residential, agricultural or other property for tax assessment purposes. Participates in appeals or requests for changes of valuations and/or classification and administration of property tax programs.
Examples of Work
- Classifies and appraises residential, agricultural, manufactured homes, or other property according to proper assessment procedures; including compiling and analyzing data and inspecting property
- Locates, measures, collects data, classifies, analyzes and interprets an estimate of value through the various approaches to value
- Performs a variety of clerical duties in verifying, compiling and entering appraisal and assessment information, prepares property splits, map descriptions and administers various property tax programs
- Receives and responds to inquiries and complaints concerning assessments, meets with taxpayers and attempts to settle disputes; attends Board of Appeal and Equalization meetings; interprets tax laws and regulations
- Conducts property research, reviews and verifies sales for inclusion in sales ratio studies and market modeling; prepares special reports and conducts special assessment studies
- Classifies and appraises mobile homes and other personal property
- Estimates values from blueprints for new construction
- Investigates, prepares analysis and recommends settlements on residential, agricultural or manufactured home tax court petitions, applications for abatements or reduction of assessed valued
- Keeps abreast of local property value trends, maintains current valuation indexes and formulas in accordance with established standards
- Performs other duties as required
Knowledge, Skills and Abilities Required
- Knowledge of real estate appraisal principles, methods, techniques, procedures, laws and regulations pertaining to the administration of Minnesota property tax and property tax classification system
- Knowledge and ability to reach a credible value opinion of value utilizing the three approaches to value
- Skill in the use of computers and technology
- Ability to understand appropriate mass appraisal statistical measures and analytical techniques
- Ability to analyze factors which influence the value of property and to exercise sound judgment in determining property values
- Ability to independently perform logical and accurate field appraisal duties
- Ability to guide, train and review the work of other property appraisers
- Ability to make arithmetical computations and tabulations with speed and accuracy
- Ability to establish and maintain effective working relationships with other employees and to address the public in a courteous and pleasant manner
- Ability to effectively communicate in both verbal and written form
- Recognizes opportunities for system and process improvement. Makes recommendations and participates in development, testing and training
- Ability to communicate effectively with staff and internal/external customers on the telephone and in person and maintain effective working relationships
