We currently have an opening for an Applications Systems Specialist

 

The position is designated Statutory Exempt and is exempt from the State Human Resources Act.

 

Recruitment Range: $84,353 – $126,529

 

Closing Date: 2/11/2025 5:00 PM Eastern

 

The primary purpose of the Applications Systems Specialist is to develop, administer and maintain all ServiceNow Employee Workflow applications that provide services to over 10,000 NCDOT employees.  These applications are developed and used to streamline and improve business processes and workflows.  This position will also provide application administration and maintenance, as well as end-user training for all Employee Workflow applications.  Specific applications include Human Resources Service Delivery (HRSD) and Workplace Service Delivery (WSD), all functioning within the ServiceNow Platform.

 

Duties include, but are not limited, to:

  • Develop Employee Workflow Applications
    • Designs and develops ServiceNow Employee Workflow (HRSD, WSD) applications using various technologies – JavaScript, HTML, CSS, and ServiceNow APIs
    • Customizes ServiceNow Employee Workflow (HRSD, WSD) applications to meet specific business needs, including modifying workflows, forms, fields, and business rules
    • Develops and maintains the HRSD and WSD Service Catalogs, including defining and maintaining catalog items, order guides, and service offerings
    • Designs and automates HRSD/WSD processes and workflows using ServiceNow Flow Designer, Workflow Editor, and other automation tools to streamline operations and improve service deliver
    • Designs and configures Employee Service Center portal to provide a user-friendly interface for employees to access HR services, submit requests, and track their status
  • ServiceNow Employee Workflows Administration & Training
    • Develops and configures reports, dashboards, and analytics within ServiceNow to provide insights into various aspects of ServiceNow Employee Workflow (HRSD, WSD) applications
    • Performs upgrades and patches to ServiceNow Employee Workflow (HRSD, WSD) applications, ensuring all customizations and configurations are preserved and functional
    • Implements and maintains security controls and access permissions within ServiceNow Employee Workflow applications (HRSD/WSD) to protect sensitive data and ensure compliance with privacy regulations
    • Ensures all developed applications and configurations adhere to security and compliance standards, including GDPR, PCI-DSS, HIPAA, and others relevant to the organization
    • Sets up and manages ServiceNow HRSD/WSD cases and workflows within ServiceNow, including incident management, request fulfillment, and other HRSD/WSD processes
    • Leads training sessions, workshops, and seminars for all levels of end-users, both in-person and through virtual platforms
    • Provides hands-on demonstrations and practical exercises to help participants gain proficiency using ServiceNow

To qualify for this position, applicants must document on the application that they possess ALL of the following:

  • Experience evaluating specialized applications to identify problems, make recommendations, and/or pinpoint business needs or process improvements
  • Experience reviewing and/or translating specifications into programs that achieve desired results, developing/testing protocols, or interpreting technical manuals/publications
  • Demonstrated knowledge of agency functions, business needs, evolving computer technology and/or applications systems
  • Experience reviewing and/or analyzing user requests to design suitable programs or systems

 

The following Management Preferences are not required, but applicants that possess these skills are preferred:

  • ServiceNow Certified System Administrator (CSA)
  • ServiceNow Certified Application Developer (CAD)
  • ServiceNow Certified Implementation Specialist – Human Resources (CIS-HR)

 

Minimum Education and Experience Requirements

Bachelor’s degree in computer science or an IT related field or related technical degree from an appropriately accredited institution and four years of progressive experience in business application consulting or development

OR

Associate degree in computer science or an IT related field or related technical degree from an appropriately accredited institution and five years of progressive experience in business application consulting or development

OR

High School or General Education Development (GED) diploma and eight years of experience in business application consulting or development; or an equivalent combination of education and experience.
