The primary responsibility of the GIS Application Services Manager is to provide crucial support to the GIS Unit. The primary objective and responsibility is to manage resources in designing, developing, and delivering Enterprise GIS (EGIS) servers, applications, services, contents, and associated data to the customer on schedule and within the projected budget. This position will have hands on involvement in design, development, maintenance and testing of new and existing software projects using both Agile and Waterfall management techniques, as well as responsibility for systems response and continuous improvements of Application Development production systems and interfaces.
Duties include, but are not limited, to:
- Manage the development and maintenance of complex large-scale GIS software solutions with hundreds of components built on various GIS platform technologies
- Work with both internal and external partners or vendors
- Work with the product teams to plan and execute deliverables, ensuring that the teams have appropriate requirements, technical and design specifications, adhere to standard coding practices, direction, and resources to deliver solutions effectively with realistic estimates to meet business goals
- Develop strategic plans for vetting new project and application change requests which includes gathering development estimates, target dates, priorities, and client requests to produce a cohesive multi-project development plan
- Provide financial estimates and schedules for legislative inquiries. All Legislative Bills that are submitted to the team must be reviewed, analyzed, tracked, and replied to within the allotted time

To qualify for this position, applicants must document on the application that they possess ALL of the following:
- Experience implementing and/or managing large-scale GIS solutions
- Experience in IT Project Management
- Experience with software development lifecycle (SDLC)
- Experience with integrating GIS into new or pre-existing workflows
The following Management Preferences are not required, but applicants that possess these skills are preferred:
- Demonstrated proficiency in navigating and managing intricate software license agreements, ensuring adherence to contractual obligations, optimizing cost-efficiency, and safeguarding organizational interests
- Understanding and hands-on experience of GIS principles, theories, and practices
- Ability to design, program, implement, and troubleshoot complex software applications with advanced working knowledge of Esri’s ArcGIS Enterprise product line
Minimum Education and Experience Requirements

Bachelor’s degree in computer science or an IT related field or other related technical degree from an appropriately accredited institution and five years progressive experience including at least two years of experience in programming and applications analysis or related work
OR
Associate degree in computer science or an IT related field or other related technical degree from an appropriately accredited institution and six years progressive experience including at least two years of experience in programming and applications analysis or related work; or an equivalent combination of education and experience.
