The primary responsibility of the Applications Systems Analyst II is to perform technical and analytical work in developing, designing, and supporting the State Automated Driver License System (SADLS) applications for the business, research, and instructional functions of clients. This position partners with business systems analysts and business relationship managers to gather requirements and design applications systems within the standards established for the state.

 

Duties include, but are not limited, to:

  • Technical work with sophisticated applications and the management of system implementations
  • Works with management and technical architects to define and design applications to meet the automation requirements of the State Automated Driver License System
  • Manage small projects that may require directing the work of others and leading implementation efforts

 

Selected candidate must reside in North Carolina at time of hire.

The primary purpose of the State Automated Driver’s License System (SADLS) is to provide technical direction and support for Department of Transportation (DOT), Division of Motor Vehicles (DMV) Driver License Section and Sections under Driver License Section supervision. This encompasses changes brought about because of the re-engineering of client application area(s), state and/or federal statute changes, changes to client’s business rules, DMV-IT organizational changes or changes in technology.

To qualify for this position, applicants must document on the application that they possess ALL of the following:

  • Demonstrated experience programming and developing Mainframe applications using COBOL, DB2, CICS and JCL
  • Demonstrated experience writing and translating specifications to write programs to produce desired results
  • Demonstrated experience applying an approved system development life cycle (SDLC) in developing technically complex applications
  • Demonstrated experience with analytical and programming techniques in the development of mainframe applications
  • Demonstrated experience reviewing and analyzing user requests to design programs and/or systems

 

Minimum Education and Experience Requirements

Bachelor’s degree in computer science or an IT related field or related technical degree from an appropriately accredited institution and two years of experience in business application consulting or development

OR

Associate degree in computer science or an IT related field from an appropriately accredited institution and three years of experience in application consulting or development

OR

High School or General Educational Development (GED) diploma and six years of experience in business application consulting or development; or an equivalent combination of education and experience.
