Full-Time Analyst, Performance and Process Improvement

The Performance and Process Improvement team at the MBTA is leading initiatives to drive institutional change by streamlining processes, increasing efficiency and improving business practices within the Administrative departments. To support this work, the team seeks to hire a Performance and Process Improvement Analyst to dive into internal processes, perform user research and turn qualitative and quantitative data into actionable insights driving business decisions. The Analyst will support cross-functional change initiatives using tools such as research, data collection, quantitative analysis, process mapping, user workshops, evaluation of alternatives and stakeholder engagement.

This new position sits within the Office of the Chief Administrative Officer and reports to the (Deputy) Director of Performance and Process Improvement.

Duties & Responsibilities

  • Assist the Director and Deputy Director to manage a portfolio of cross-departmental productivity and efficiency initiatives that allow the MBTA to achieve its mission of delivering safe and reliable service while reducing costs
  • Support project scoping by developing problem statements, building stakeholder consensus and developing work plans
  • Build familiarity with MBTA systems and applications in order to extract and combine sources of data, visualizing data using programs such as Tableau to show trends and tell compelling stories
  • Collect, collate, cleanse and interpret qualitative and quantitative data from sources such as interviews, surveys and process reviews to derive meaningful, actionable insights and recommendations
  • Develop process maps for business practices to identify bottlenecks and find opportunities for optimization
  • Work in collaboration with team members and partners from across the Authority, providing analytical support for the development and testing of solutions, assessing feasibility, operational impact, and that solutions are aligned with strategy, user and business needs
  • Draft documentation in support of redesigned policies, processes, and procedures
  • Support implementation of recommended alternatives through role and responsibility identification, work flow development, change management support and collecting feedback
  • Support cross-departmental workshops and meetings by recording minutes, capturing action items, and following up with attendees
  • Support the CAO’s leadership of the administrative and financial functions of the MBTA by executing tasks and projects as needed
  • Provide confidential assistance to senior leadership in decision-making processes and policy development to improve the efficiency and effectiveness of MBTA programs and services
  • Participate in team meetings, staff meetings, organization events and other duties as necessary.
  • Respond to customer, vendor, and coworker inquiries in a courteous and professional manner.
  • Perform related duties and projects assigned.

Minimum Requirements/Qualifications

  • Bachelor’s degree from an accredited institution in government, business administration, finance, statistics, or a related field.
  • A minimum of three (3) years of relevant progressively responsible experience in quantitative analysis, operations, project management, or related fields.
  • Highly organized with strong analytical and multi-tasking skills
  • Ability to learn quickly, take direction, and work independently
  • Have excellent customer service skills, and the ability to provide internal and external customers with a courteous and professional experience.
  • Proficient in MS Word, Excel, and PowerPoint.
  • Demonstrated ability to think strategically and work in a team environment.
  • Demonstrated ability to work effectively with a diverse workforce.
  • Ability to pass an MBTA Excel assessment.
  • Adhere to rules, regulations, collective bargaining agreements (if applicable) and policies of the MBTA including the EEO, anti-discrimination, anti-harassment, and anti-retaliation policies
  • Ability to pass a Criminal Offender Record Information (CORI) check, background screening, and the MBTA’s medical requirements, including a physical examination and drug and alcohol screening.
  • Have a satisfactory work record for the two (2) years immediately prior to the closing date of this posting, including overall employment, job performance, discipline, and safety records (infractions and/or offenses occurring after the closing of the posting and before the filling of a vacancy may preclude a candidate from consideration for selection).  

Substitutions Include

  • Master’s degree in public administration, business administration, or a related field may substitute for two (2) years of the required experience

PREFERENCES INCLUDES:

  • Experience in performance management, change management, design thinking, business process reengineering, metric development, strategy implementation, data visualization, statistical analysis, and/or lean strategy.
  • Experience presenting clear research findings in a range of formats and contexts.
  • Experience in a public agency or within the transportation industry.
  • Able to juggle competing priorities and comfortable with delivering at pace.
  • Master’s degree in public administration, business administration, or a related field
