Full-Time Advocacy and Research Advisor – Global Technology Programs

ABOUT THE OPPORTUNITY
Internews’ Global Technology Program (GTP) advances the digital safety of human rights defenders, civil society members and journalists, and advocates for digital rights and protections for the world’s most vulnerable populations. From funding local internet rights advocacy initiatives and open-source technology development, to designing cutting-edge approaches to organizational security, GTP focus on local and regional needs, and connects them at the global level to demand an inclusive, safe, and open web. In addition, GTP provides technological support to media outlets and human rights defenders, and pilots cutting-edge approaches to analyzing and researching closing civic space.
Under the supervision of the Director, the Advocacy and Research Advisor on the Global Technology Programs team provides strategic direction and direct support to GTP and relevant program teams at Internews on advocacy best practices, research methodologies and internet freedom issues. In this role, the Advocacy and Research Advisor provides strategic inputs on digital rights programs, supports the identification of new areas for relevant programmatic growth for Internews and directly advises programs on implementing advocacy or research activities. The Advocacy and Research Advisor will also be responsible for socializing, sharing, and scaling advocacy tools, best practices, and programmatic methodologies for adoption across Internews and to promote this work externally through a mix of meetings, communications, events, and relationship building.
LOGISTICS
Internews has US offices in Arcata, CA and Washington, DC which support a hybrid workforce with staff working remotely, fully in-office or partially remote. This is a remote-based role, and candidates based anywhere in the US will be considered.

DAY-TO-DAY TASKS will include:
Strategic Leadership
- In coordination with the Director and GTP leadership, research, develop and implement a strategy for Internews in deepening the organization’s knowledge, programming and learnings and external relationships on advocacy and other relevant topics;
- Identify and develop new strategic partnerships in target countries or with target communities in collaboration with GTP leadership and program staff;
- Build strategy for planning, operationalizing, and implementing advocacy strategy, and work with Internews teams and key partner organizations to identify opportunities to build targeted advocacy skills and planning capacities.
Content Expertise
- Advise strategic program design and execution on relevant digital rights and/or advocacy programs;
- Support the identification of community needs and gaps as they relate to digital rights and advocacy skills in key areas related to promoting civic space and protecting human rights online;
- Develop relevant research products, methodologies, and tools to scale existing programs;
- Develop reports, blog posts, podcasts, and events to share programmatic outcomes and promote the work of the Digital Rights team;
- Develop key advocacy tools, methodologies, research, data collection, and evaluation methodologies to be used within GTP and across other teams at Internews;
Learning & Project Support
- Provide guidance and support to GTP staff in the development of new strategic products, such as methodologies, toolkits and curriculums, with the relevant technical experts within or outside Internews, that are related to advocacy for internet freedom issues; lead on development of such tools;
- Champion and lead the creation of tools and resources for implementation of the internet freedom advocacy strategy and its objectives;
- Conduct research on thematic areas and ideas around internet freedom advocacy, including creating positioning papers, sourcing talent and driving both internal and external discussion and learning;
- Work with GTP’s Monitoring and Evaluation Specialist, and program staff on data collection and evaluation of relevant tools and methodologies;
- Innovate and pilot new spaces and modalities for internal knowledge saring and learning in collaboration with other GTP colleagues and Internews staff.
Organizational Services & Internal Sharing
- Work closely with Director and GTP leadership to build methodologies around successful program approaches that can benefit the rest of the organization related to topical expertise;
- Provide technical support to field projects as able and depending on sectoral expertise; cross-fertilize various internal expertise;
- Develop and manage internal knowledge spaces on advocacy and other relevant topics, including the expertise page on the HIVE, monthly meetings, Team chats, etc.;
- Coordinate with other Program Management Units to share good practices and provide support.
Communications
- Represent Internews to other NGOs, funders, and government officials on thematic areas as requested;
- Produce regular communications materials, including blog posts, reports, events, etc., shared internally and externally;
- In coordination with the Senior Director, liaise with Internews’ communication department to amplify our work on Internews’ website, project websites and social media accounts;

SUPERVISORY RESPONSIBILITIES
The Advocacy and Research Advisor supervises the Program Officer of Digital Rights for Global Technology Programs. The Advocacy and Research Advisor carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include training employees; managing, assigning, and directing work; appraising performance; addressing complaints and resolving problems.
QUALIFICATIONS WE’RE LOOKING FOR:
Required
- Bachelor’s degree and a minimum of 7 years programmatic experience with USG or internet freedom programs and projects;
- Expertise in building methodologies or learning products for human rights defenders and civil society organizations and implementing them in international programs;
- Experience managing and conducting international research projects on relevant internet freedom issues;
- Ability to explain complex technical subjects in lay language to less technically experienced persons, excellent oral and written communication skills;
- Proven ability to work both independently and as an effective team member;
- Proven ability to prioritize and handle multiple on-going assignments;
- Proficiency in MS Office;
- Strong English language proficiency.

- Master’s degree in a related field;
- Technical expertise in developing or supporting international programs on advocacy for internet freedom issues;
- Proven ability to convene networks and use an interdisciplinary approach to solve problems;
- Experience providing technical support or training to individuals or organizations;
- Familiarity with Office 365 tools, including Outlook and Teams.
