Job Description

JPI is seeking a Senior Cyber IT Acquisition Analyst to support a team that provides a high-level of Cybersecurity Information Technology (IT) acquisition and procurement-related support services within a Federal Government environment with at least 8-10 years of experience. In this role, the analyst will be an integrated team in support of several Cybersecurity Information Technology (IT) programs. This is a full-time position that reports directly to executive team members.

As a Senior Cyber IT Acquisition Analyst, you will play a crucial role in collaborating with Program and Project Managers, Contracting Officer Representatives (CORs), and analysts to develop and maintain an organized acquisition workflow. This will include spearheading COR support initiatives, designing and managing the COR training Standard Operating Procedure (SOP), and implementing formal contractor onboarding programs. Your efforts will culminate in the creation of a streamlined COR Support Team capable of efficiently managing over 100 cybersecurity-related contracts. Your work will directly contribute to the effective allocation of taxpayer resources and the smooth functioning of federal government operations. You will be an essential part of our team, supporting the Department of Treasury, Internal Revenue Service spanning the cybersecurity sector.

The selected candidate will be required to work a regular work schedule from their home location between the hours of 8am-5pm EST/EDT, Monday through Friday. All work performed will be remote and with the possible expectation of periodic onsite visits with the client if requested/required.

This position will be a 1099 opportunity.

The primary responsibility will be to support Cybersecurity IT Acquisition and Procurement department as a leading IT procurement subject matter expert possessing advance cradle-to-grave IT acquisition knowledge utilizing the FAR and supplemental agency regulations to perform the following duties:

  • Provide proactive business advice in Federal Acquisition Regulations (FAR) and supplemental agency regulations, such as the Department of Treasury Acquisition Regulation (DTAR) while interpreting acquisition policy to improve internal acquisition standard operating processes and procedures
  • Collaborate with the Program and Project Managers (PMs), Contracting Officer Representatives (CORs), and Analysts to review, write, and edit requirements documentation with full adherence to procurement policy and procedures.
  • Support acquisition planning, pre-solicitation, pre-award and post-award quality assurance efforts
  • Analyze requirements and assist with the collection and analysis of historical contract or government performance data to inform level of effort and labor mix estimates that are required to support acquisition requests.
  • Document functional and performance level requirements and procedures that enable the COR management teams to use, as part of the development of acquisition requirements documents, cost, and program estimation efforts, including drafting Statements of Work (SOW), Statements of Objectives (SOO), or Performance Work Statements (PWS).
  • Support the development of acquisition planning by considering all available sources and methods of procurement to satisfy mission needs.
  • Uncover and document all elements in an acquisition plan.
  • Support data collection efforts to standardize reporting and statistics throughout the federal acquisition policy office.
  • Interface with COR team and assist in preparing acquisition plans, justifications, clearances, briefings, presentations, and technical evaluation plans, while maintaining compliance with FAR and agency policies and regulations.
  • Assist the COR team with acquisition policy guidance using relevant resources ensure adherence to FAR and supplemental agency regulations the industry environment and determine availability of sources of supply and/or services.
  • Assist in the preparation of and maintain current acquisition plans, appropriate milestone charts and related schedules
  • Collaborate with the COR teams to document and evaluate team members in accordance with existing evaluation requirements.
  • Collaborate with the COR teams to document and ensure consistency of pre-solicitation, pre-award, and post-award decisions and negotiations.

Requirements

Education/Training:

  • Equivalent to a bachelor’s degree from an accredited college or university with a major in business or public administration, finance, operations management, or a closely related field.

Experience:

  • 8 – 10 years of increasingly responsibilities to include performing cradle-to-grave IT contracting and contract administration experience.
  • 5+ years of project management experience, having a PMP certification is a plus.
  • Senior 1102 experience preferred.

Security Clearance:

  • Must have held an active federal government security clearance within the last 365 days and have no extenuating circumstances that would prevent you from being cleared to work within our client’s federal government agency.
  • Active IRS clearance preferred.

Certification:

  • MUST possess either DAWIA or FAC- C Level II or Level III

Knowledge & Skills:

  • MUST be capable and experienced in successfully utilizing Google Suite software, to include Google Docs, Google Sheets, Google Forms, Adobe PDF, as well as Microsoft Suite software to include Microsoft TEAMS, scheduling meetings, MS Word, MS PowerPoint, MS Excel, SharePoint, and OneDrive without assistance,

  • Advanced IT acquisition policy knowledge interpreting the FAR and supplemental agency acquisition regulations
  • Expert knowledge in IT contracting and IT contract administration principles, practices, methods, and techniques used in a Federal Government agency.
  • Federal and state laws, regulations, policies, and procedures governing IT purchasing and IT contracting activities.
  • Research methods and statistical analysis techniques.
  • Contract and document preparation and processing.
  • Principles and practices of sound business communication; correct English usage, including spelling, grammar, and punctuation.
  • Principles, practices, concepts, and techniques used in customer service, public relations, and community outreach.
  • Modern office practices, procedures and equipment including computers and applicable software programs, such as Microsoft Office Suite and Google Doc.
  • Advanced capability to assign, review and evaluate the work of staff engaged in a wide range of contract administration activities.
  • High-level capacity to draft and review clear, well-defined IT contracts and agreements consistent with all applicable legal requirements.
  • High-level capacity to analyze and make sound recommendations and decisions on complex IT technical data and legal requirements associated with contract development.
  • Senior-level ability to evaluate contract, risk management documents, and make sound decisions on their administration and enforcement.
  • Comprehensive ability to understand, interpret, and prepare a variety of documents including legal documents, contracts, and financing packages.
  • Advanced capability to communicate clearly and effectively, both orally and in writing.
  • Advanced ability and experience preparing clear, concise, and accurate reports, documents, data entries, and other written materials.
  • Capability to maintain sensitivity to and understanding of the diverse socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of contract stakeholders.
  • Ability to exercise tact and diplomacy when dealing with sensitive, complex, and confidential issues and situations.
  • Advanced knowledge and experience establishing and maintaining effective working relationships with contract stakeholders.
