Job Description
- Prepare government contracts and awards.
- Review supporting documentation and approve requests for reimbursement.
- Manage work order accounts from beginning to closeout for rural, urban, and regional transportation systems.
- Assist sub-recipients in the financial implementation of Integrated Mobility Division funded projects.
- Implement fiscal policies and guidance for multiple programs, including Federal Section 5303, 5307, 5309/5339, 5310, 5311, CARES, ARPA and CRRSAA Programs, Rural Capital Program, Rural Operating Assistance Program (Elderly and Disabled Transportation Assistance Program, Work First Transitional/Employment Transportation Assistance Program and the Rural General Public Program), Human Service Transportation Management Program, State Maintenance Assistance Program, and the Statewide Technology program.
- Manage databases, light rail projects, and fixed asset inventory.
- Create and manage requisitions.
- Present PowerPoint presentations at conferences and Legislative reports upon request.
- Lead a region and will work under the supervision of our Finance Manager/Business Officer.
- Thorough knowledge of accounting and auditing principles, concepts, and best practices.
- Demonstrated ability to interpret, analyze, and apply accounting data and the provision of standardized accounting practices used in NC government.
- Advanced computer skills with software in Microsoft Office (Excel, Word, PowerPoint).
- In-depth knowledge of principles and practices of grants administration.
- Demonstrated ability to interpret contract provisions.
- Ability to exercise judgment and discretion when establishing, applying, and interpreting administrative and managerial policies and procedures.
- Ability to determine compliance with pertinent guidelines, rules, regulations, and laws.
- Leadership to evaluate problems and develop recommendations.
- Demonstrated ability to establish and maintain effective working relationships with state, federal, and local government officials.
- Associate’s degree in Accounting, and
- 1+ years of accounting experience; or
- High School/GED diploma, and
- 3+ years of accounting experience; or
- An equivalent combination of training and experience.
