Accountant II
Job Description
- Record federal funding appropriated to NCDOT from the Federal Highway Administration (FHWA) and monitor funding/expenditures applied to federal projects to maximize federal reimbursement to NCDOT while adhering to state and federal policies, regulations, and guidelines.
- Recommend improvements to our SAP accounting system.
- Participate in SAP system testing prior to changes being implemented into production.
- Work closely with our FHWA Division Office, Office of the State Controller (OSC), Office of State Budget and Management (OSBM), Office of the State Auditor (OSA), and Office of the Inspector General (OIG).
- Respond to Audit Inquiries and Data Requests by providing backup documentation and complex process explanations for audits, including FHWA’s annual Improper Payments Elimination and Recovery Improvement Act (IPERIA) audit, and OSA’s annual Schedule of Expenditures of Federal Awards (SEFA )audit review.
- Prepare and submit our annual SEFA Report to the Office of the State Controller (OSC) and Office of the State Auditor (OSA).
- Perform Monthly and Quarterly Reconciliations between our SAP Financial System and FHWA’s Financial Management System.
- Communicate and provide support to NCDOT Departments and FHWA to help resolve problems.
- Demonstrate ability to interpret and apply complex Federal and State fiscal regulations.
- Working experience analyzing financial data to review, process, and correct accounting entries and adjustments in accounting system and procedures.
- Strong verbal and written communication skills to build and maintain effective working relationships with business and program members.
- Management experience to supervise work of subordinate accounting team members.
- Working knowledge of accounting principles and practices.
- Considerable knowledge of government accounting methods, procedures, and financial practices with an understanding of information systems including Microsoft Word and Excel.
- Experience coordinating with IT development professionals and end-users to solve problems impacting SAP R/3 functionality.
- Bachelors degree in accounting, or a Bachelors degree in business administration, finance, public administration, or related discipline, and 18 semester hours of accounting, and
- 2+ years of accounting/auditing experience in the preparation of interpretive/analytical accounting/financial statements and reports; or
- An equivalent combination of training and experience.
