Full-Time Accountant II
Job Description
- Perform all duties associated with the closing process of all federal funded projects for the entire State of NC Department of Transportation.
- Monitor project inactivity to avoid loss of federal dollars by working with reports submitted by the Federal Highway Administration, while adhering to quarterly deadlines.
- Apply your computer skills using our SAP Financial and Federal Highway’s FMIS accounting systems. These accounting systems provide the resources needed to verify distribution/allocation of expenditures and receipts are correctly posted prior to closing.
- Close all locally-administered projects with Federal Funds to ensure project closeout is performed timely and billings to municipalities have been properly made prior to closeout.
- Support our Accounts Receivable team with Local Agreements on federal projects.
- Submit Federal Funding Accountability and Transparency Act Sub-award reports (FFATA) for locally-administered projects with federal funding.
- Close projects funded with National Recreational Trails Funding.
- Review and approval all purchase requisitions charging federally-funded projects.
- Communicate and provide support to those throughout NCDOT and FHWA by providing assistance and resolving problems.
- Assist management with Audits by state and federal organizations by gathering information and attending meetings.
- Experience interpreting and applying complex Federal and State fiscal regulations.
- Demonstrated ability to analyze financial data to review, process, and correct accounting entries, and make adjustments in accounting systems and procedures.
- Excellent teamwork and communication skills to establish and maintain effective working relationships with business and program staff and supervise work of subordinate accounting staff, including expressing yourself clearly in verbal and written forms to management and non-management.
- Considerable knowledge of accounting principles/practices and considerable knowledge of government accounting methods/procedures and financial practices.
- Computer skills in information systems including SAP R/3, Microsoft Word, and Excel.
- Demonstrated ability to coordinate with information system staff and end-users to solve problems impacting SAP R/3 functionality.
- Bachelors degree in accounting, or a Bachelors degree in business administration, finance, public administration, or related discipline, and 18 semester hours of accounting, and
- 2+ years of accounting/auditing experience in the preparation of interpretive/analytical accounting/financial statements and reports; or
- An equivalent combination of training and experience.
