Job Summary :
This position is assigned to the California Department of Public Health ADAP Unit. The 340b Program Compliance Specialist builds and maintains expert level knowledge of federal 340b Program and rebate-related business requirements including contractual service level agreements, performance guarantees, grant restrictions, and legislative mandates. Works to expand the efficiency of ADAP 340b rebate operations to maximize rebate collections. Ensures that program needs are met for internal and external rebate data, reporting, and analytics.
Department Description :
The Alliance Health Project (AHP) provides a wide range of mental health services to persons living with HIV/AIDS, as well as members of the LGBTQ community living with serious mental health challenges. AHP also provides publications and trainings for health care professionals and volunteers. Required Qualifications :
- BA/BS with a major in a related field and minimum of three years of experience in administrative analysis or operations research; or an equivalent combination of education and experience.
- At least three (3) years of experience with Federal 340B program requirements and administration.
- Minimum of two years of experience in HIV public health program implementation and/or project monitoring/oversight.
- Minimum of two years of experience engaging with the public, external stakeholders, the legislature, and/or advocacy/lobbying groups.
- Thorough knowledge of QI models, measurement tools, and techniques, including collection, aggregation, abstraction, validation, analysis, and reporting of data.
- Detail oriented, with proven ability to effectively manage time, see projects through to completion, organize competing priorities, and effectively address complex, urgent issues as they arise.
- Strong critical thinking and problem solving skills to manage multiple levels of information and responsibilities, to quickly assess complex problems, and to develop and implement timely and effective solutions.
- Strong interpersonal skills for collaborating effectively with a broad range of clinical and technical staff and representatives of external regulatory agencies and for mentoring lower-level staff.
- Strong skills required to effectively convey complex clinical and technical information both verbally and in writing and to produce high quality reports and documentation.
- Strong knowledge of various administrative and business software packages, and of the specialized applications for quality data management. Experience and computer literacy with Windows, DOS, reporting environments, Excel, Word and Access.
- Strong skills to influence staff, management, and clinicians at all levels and across departments.
- Demonstrated excellence in reliability and attendance.
A preliminary job offer and assignment may be extended pending successful background clearance.
Preferred Qualifications :
- Master’s degree in Public Health or related field strongly preferred
- At least three (3) years of management or lead experience with Medicaid or Medi-Cal drug rebate administration.
- Prior UCSF, UC or CDPH experience.
