Our Municipal Licensing & Standards division provides bylaw administration and enforcement services, including targeted strategies to address graffiti, noise, business inspections, parks regulations and animal services issues. Services also include business licensing and permitting, property standards, and animal care including control, shelter, and adoption services.

 

As the Director of Business Licensing & Regulatory Services, you will be an innovative and strategic leader, overseeing and directing the operations of all business licensing and permit issuance to ensure efficiency, compliance, and community engagement. This role will also include managing essential support functions. As the Director of Licensing & Regulatory Services, you will play a pivotal role in shaping the vision for our licensing programs, fostering partnerships with stakeholders, and enhancing the overall performance of the division.

 

What You Will Do:

Strategic Leadership and Policy Development

As a strategic leader, you will develop the long-term goals, vision and direction for the Business Licensing & Regulatory Services portfolio. Using an innovative approach, you will build partnerships, influence policy development, and support continuous improvement initiatives. As the Director, you will also develop, recommend, and monitor the section budget. As a strong and collaborative leader, you will support, mentor, and coach your team, fostering an environment of growth and accountability.

 

 Business Licensing and Permit Management

Helping shape the landscape of local commerce and culture, you will direct all aspects of business

 

licensing and permitting for the City, overseeing the issuance of licences, permits to businesses, individuals and charities, ensuring compliance to the City’s Municipal Code.

 

Stakeholder Engagement and Representation

As a key leader in the division, you will develop strong relationships and partnerships with members of council, the public, and vendors and licensees. You will represent the division on various committees and working groups, shaping policies and procedures with direct impact on community. Your engagement with our partners will be instrumental in fostering positive relationships and promoting collaboration.

 

Regulatory Compliance and Public Communication

As a trusted advisor to senior leadership, elected officials, and the public, you will provide guidance and support on complex licensing issues, ensuring consistent messaging and information is shared with all relevant partners. You will also oversee the submission process to the Toronto Licensing Tribunal, ensuring the City is effectively prepared for hearings.

 

What You Bring To The Role:

 

  1. Post-secondary education in public administration, management, law, law enforcement, or in a professional discipline pertinent to the job function plus relevant management training and experience, or an equivalent combination of education and experience.
  2. Considerable experience in a leadership capacity, specializing in the development and oversight of regulatory and enforcement programs.
  3. Extensive experience in a regulatory organization at a senior leadership level with oversight, direction, and training of regulatory and licensing related service delivery.
  4. Extensive experience/knowledge in the interpretation and application of municipal, provincial and/or federal statutes.
  5. Experience with financial reporting processes, including budget control, forecasting, and interpreting financial reports.
  6. Proven success in developing strategic and operational partnerships to advance law enforcement/regulatory programs and initiatives, to address complex community issues.
  7. Ability to develop service delivery strategies, policies and programs based on evaluation of operational processes, shifting service demands, emerging issues and changes in public policy and legislation.
  8. Collaborative, results-oriented leadership approach with the ability to creatively problem solve and build effective working relationships with a variety of partners, including various political levels, communities, staff and media.
