Full-Time Senior Project Manager TPH-Data Visualization

Job Description

This role is for an integral project leader on Toronto Public Health’s Epidemiology and Data Analytics Unit (EDAU), responsible for leading all data visualization projects supporting population health surveillance and assessment. This includes developing and implementing detailed project plans and procedures with Subject Matter Experts, The Senior Project Manager will work closely with the EDAU management team to assess reporting needs, review and develop data cleaning and analysis processes, undertake technical architecture reviews and assessments, and implement training and evaluation of all data visualization products.

Major Responsibilities:

  • Develops and implements detailed plans and recommends policies regarding program specific requirements
  • Manages assigned projects, ensuring effective teamwork and communication, high standards of work quality and organizational performance and continuous learning
  • Conducts research into assigned area ensuring that such research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
  • Leads the administration of assigned budget and ensures that the project expenditures are controlled and maintained within approved budget limitations
  • Plans, leads and executes large-scale, complex healthy public policy projects related to complex data systems used to characterize and understand health issues by implementing project plans and providing expertise and strategic guidance, by leading the related decisions through accountability and ensuring deliverables are met with project partners with measurable results
  • Makes decisions with available information using professional judgement and advises the Associate Director and Deputy Medical Officer of Health to manage the risks related to large budget, high profile priorities
  • Plays key role in developing, implementing and managing of the data visualization for population health assessment strategy, intended to contribute to corporate excellence, improved customer experience, enhanced trust through transparency and open government, and advancing the goals of modernization
  • Manages project implementation issues, financial and reputational risks, and emerging issues and provides expert advice to the Associate Director and Deputy Medical Officer of Health, and negotiates innovative, integrated, and pragmatic solutions to complex project challenges
  • Presents deliverables to the Senior Management Team and other City of Toronto Divisions on important priority projects such as building an equity and accessibility focused data visualization strategy.
  • Prepares and reviews reports for management related to confidential contracts, memorandums of understanding, legal agreements, financial and operational plans and business processes.
  • Determines and prepares key performance indicators to measure the effectiveness and efficiencies of projects and provides to senior management.
  • Supervises the work of multidisciplinary project teams, including the assigning and reviewing of work to ensure effective teamwork and high standards of work quality
  • Reviews the work of Health Research Specialists, Epidemiologists, health information analysts, and practicum students
  • Establishes, maintains and develops partnerships with other divisions, agencies, boards and commissions, and other orders of government to ensure matching funding and expertise
  • Provides ongoing strategic direction to formulate and execute activities that reflect and advance project goals
  • Provides confidential staffing and labour relations assistance for the projects. Attends meetings where confidential labour relations information is discussed
  • Makes recommendations to senior divisional management with regard to service optimization and business process simplifications that could result in alternate service delivery/contracting out, restructuring, changes in staffing levels, downsizing and resource allocation
  • Works independently and provides strategic project oversight, including but not limited to preparing requests for proposals; evaluating proposals; contract management and coordination; ensuring compliance to related corporate policies, provincial requirements and accepted standards of practice for health practitioners
  • Delivers on time, controversial high health risk policy reports and presentations to Committees of Council, senior management, public, project partners (Public Health Agency of Canada, Federal Minister of Health), and project funders, as needed
  • Represents the Division and the City at meetings with residents, community groups, agencies, other stakeholders, elected officials, and other City partners

Key Qualifications:

  1. A Master’s degree in a related discipline such as public health, health policy or health planning the equivalent combination of education and extensive experience.
  2. Extensive experience in complex project management within a multi-stakeholder environment with a successful track record in achieving results, while balancing political, community and other stakeholder interests.
  3. Considerable experience developing and implementing strategies and approaches for effectively monitoring projects and health issues through use of data visualization
  4. Considerable experience in public health planning and knowledge translation strategies.
  5. Considerable experience in community engagement, capacity building and relationship building with a broad range of stakeholders.
  6. Strong ability to lead effective project teams using negotiation and conflict resolution skills,and develop collaborative internal and external stakeholder relationships.
  7. Well-developed ability to operate as a highly organized, fully accountable project leader, self-directed member of a staff team.
  8. Excellent report-writing, communication (oral and written), and presentation skills, with the ability to communicate effectively throughout all levels of the organization, and with political representatives, consultants, contractors, and the public.
  9. Excellent ability to work within multidisciplinary public health teams.
  10. Highly developed critical thinking and problem-solving skills to facilitate effective solutions that will advance healthy public policy projects.
  11. Political acumen and understanding of public relations and building partnerships.
  12. Knowledge of collective agreements, guidelines, policies, procedures, and relevant legislation including the Employment Standard Act, Occupational Health and Safety Act.
  13. Willingness and ability to work flexible hours including evenings and weekends.
