Procurement Manager

What is the key purpose of this role?

Job Purpose

To support the Senior Procurement Manager and Head of Procurement & Supply Chain and contribute to the success of NTS by ensuring that all procurement requirements are delivered in a compliant and timely manner and act as the deputy to the Senior Procurement Manager as operational requirements dictate.

To understand the transport and logistics category and develop a strategy that helps improve understanding of market trends, price drivers and best practice to allow the Business to make better informed decisions.

To develop sourcing strategies and run compliant tenders in accordance with the Public Contracts Regulations that deliver solutions which improve value from our Suppliers.

To implement and manage contracts with your supply base that deliver best outcomes for the business and appropriately manage risk.

What do I need to excel in this role?

Knowledge, Skills and Experience Needed (Essential/ Desirable)

Qualification:

  • Member of a recognised professional institute or body (e.g. MCIPS, IAACM)
  • Degree in Business/Economics/Law or equivalent experience

Experience

  • Experience of designing and running competitions in accordance with the Public Contracts Regulations;
  • Experience of managing and coaching people;
  • Experience of working in a Category Management environment or equivalent;
  • Working in a highly regulated and industrial sector;
  • Working under pressure, managing multiple projects to tight deadlines;
  • Holding suppliers and colleagues to account;
  • Drafting and developing bespoke Terms and Conditions;
  • Negotiating with Suppliers;
  • Experience in contracting road and sea transports;

Knowledge

  • Detailed & practical understanding of the Public Contracts Regulations, how to interpret them and implement them within a Public Corporation
  • Detailed understanding of the governance framework a public procurement function operates under e.g. Government Commercial Operating Standards, Public Procurement Notes etc
  • Detailed awareness of identifying key stakeholders, understanding their key drivers, and managing their requirements
  • Understands Contract Law
  • Practical experience of negotiating BIMCO contracts
  • Ability to identify and develop mitigation plans for Supply Chain Risk
  • Using Atamis and Sage (or ability to learn new systems)

What are the key deliverables and accountabilities of the role?

Key Expectations of the Job Holder

  • To lead and manage a small team to ensure that they deliver complaint, value adding solutions for the Business in line with the agreed sourcing pipeline;
  • To develop and maintain a Category plan that support the NTS and Business lines strategies;
  • Support the Senior Procurement Manager in ensuring the Commercial Division meets its legislative, regulatory, customer and stakeholder obligations always.
  • Act as Tender Assessment Team Chair for all Bronze and some Silver Procurements as required by the Senior Procurement Manager;
  • Draft, review and approve sourcing strategies/contract award recommendations within your delegation and/or endorse for upward approval;
  • Ensure that the Head of Procurement & Supply Chain is informed in an effective and efficient manner of any potential issues, disputes, or challenges.
  • Ensure that NTS meets its legislative, regulatory, customer and stakeholder obligations always;
  • Develop and Maintain relationships across both the NDA estate and in the Shipping, Rail and Solutions business lines, to identify best practice and areas for collaboration/improvement;
  • Represent NTS at various forums as required;
  • Ensure that all contracts recommended for signature meet NTS processes and procedures ensuring all required functions have bought into the process.
  • Ensure the provision of robust Management Information to ensure all required reporting is delivered in line with stakeholder expectations
  • Provide support to the wider commercial function in developing and submitting customer bids
