Job Description
POSITION SUMMARY
Under the general supervision of the Assistant Finance Director, this position is responsible for maintaining the daily operations of accounting and cash services for the City of Oshkosh. This position requires strong leadership skills, attention to detail, and a solid understanding of financial regulations and statutes.
ESSENTIAL DUTIES AND RESPONSIBILITIES
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
• Manage and supervise daily operations of the accounting division, including accounts payable/receivable, collections, and general ledger. Oversee and assist in the preparation of the cash and investment report for City Council. Ensure all duties within Accounting and Cash Services are cross-trained and thoroughly documented in standard operations procedure manual. Ensure the ongoing efficiency and effectiveness of accounting functions by documenting system processes. 40%
• Maintain the general and subsidiary ledgers and journals, which includes proper classification of entries and balancing end of month general ledger balance sheet accounts with subsidiary ledgers. Prepare various worksheets and reports, including ongoing operations and year end. 25%
• Provide quality customer service with a team oriented approach to internal and external customers. Resolve escalated vendor concerns and inquiries regarding payment status. 20%
• Actively participate as part of the Finance management team focusing on problem solving, visioning and succession planning. Evaluate existing processes within existing software programs to provide recommendation(s) for changes or enhancements to the Assistant Finance Director. Participate in staff recruitment, retention and evaluation. 15%
• Perform other duties as assigned.
REQUIRED MINIMUM QUALIFICATIONS
Education and Experience:
• Bachelor’s Degree in Accounting, Finance or a related area.
• Minimum of 5 years of accounting experience and 3 years of supervisory experience.
