The WSLCB Finance Division is announcing an exciting opportunity for a Fiscal Analyst 2 (Taxes and Fees) position in Olympia, WA. This position reports to the Cannabis Tax Unit Accounting Supervisor in the WSLCB’s Finance Division.

This position supports and contributes to the Washington State Liquor and Cannabis Board (WSLCB) mission by performing professional financial review and analysis of accounting, cash handling, auditing, and fiscal data in accordance with generally accepted accounting principles, governmental auditing standards, statutes, or regulations. In this role, you will analyze and interpret reports produced by the accounting system and traceability system. You will monitor and analyze tax reports monthly. In addition, you will collect cash and apply cash receipts in the designated accounting system.

Duties

Some of the duties you will perform are:

  • Receipt and process cash and checks from application fees and tax payments in secure payment room.
  • Review, code, batch, process, and enter tax payments in accounting system.
  • Review and enter in the verification log and tax systems, monthly sales/tax reports submitted by email and mail. Notify the licensee by phone or email if there are questions or the taxes are not correct.
  • Reconciliation: Prepare month end bank reconciliation and compare to Tax System. Prepare VL / PL reconciliation against GP and P/L to state account system.
  • Review and process incoming mail for the Tax Unit, distributing to appropriate staff.
  • Batch, scan, and index tax obligation report with any backup into a document management system.
  • Complete missing report process – compliance, email notification, tracking, follow-up phone calls, and prepared enforcement notice list.
  • Waiver process review and email correspondence.
  • Prepare license fee invoices within three business days, track invoices and notify Cannabis Licensing supervisor of invoices > 60 days, record payment, and release to next step.
  • Notify new Licensed Cannabis Retailers of their reporting and tax obligations (e.g., welcome package).
  • Assist with the monthly close and reconciliation of Accounting System by reviewing AFRS and compare to data that was submitted to General Accounting.
  • Prepare and publish Frequently Requested List – Cannabis Retailers monthly sales/tax information.
  • Contact with licensee to schedule monthly payment appointments as needed. Coordinate monthly emails to licensees with payment room schedule.
  • Respond to emails and correspondence regarding reporting, e-filing, and general inquiries from internal and external customers.
  • Interprets RCWs and WACs related to Cannabis Tax reporting.

 

 

Qualifications

 

Required Qualifications:
• A bachelor’s degree, which includes 18 quarter or 12 semester hours in accounting, and one year of relevant professional experience. Relevant experience is within an area related to financial, fiscal, accounting, auditing, payroll, etc.

 

OR

• Any combination of education and relevant professional experience totaling five years. Education must include the required credit hours in accounting.

 

AND

• Intermediate skill level with Microsoft Word and Excel.

 

Please Note: A Master’s degree in a financial-related field or any of the following certifications may substitute for one year of required experience: Certified Public Accountant, Certified Internal Auditor, Certified Government Financial Manager, Certified Management Accountant.

Preferred/Desired Qualifications:

  • Advanced Excel skills for pivot tables and understanding formulas.
  • Great Plains Dynamics experience – AR module.
