Your opportunity at a glance:

The WSLCB Finance Division is announcing an exciting opportunity for a Fiscal Analyst 3 position in Olympia, WA. This position reports to the Beer & Wine Tax Unit Supervisor in the WSLCB’s Finance Division.

In this role, you will review data in the Beer and Wine Tax System, statutes, and regulations in relation to tax reporting. You will process, analyze, and interpret tax reports and fiscal data related to beer and wine receivables and distributions. This position is responsible for coordinating the closing of the cash month for all privileges in the Beer and Wine Tax System. You will also prepare fiscal year-end closing adjustments for distribution. In addition, you will be responsible for processing the Daily License Privilege report and informing licensees of tax reporting and payment requirements.

Duties

Some of the duties you will perform are:

  • Coordinate monthly closing process for wine and beer tax revenue. Assure accurate reconciliation and distribution of wine tax revenue.
  • Verify reconciliation of other unit staff data entry.
  • Make determination of reports on invalid list and take corrective action.
  • Evaluate and correct reporting discrepancies.
  • Verify correct distribution of funds.
  • Prepare monthly wine tax distribution reports for Washington Wine Commission and Washington State University.
  • Process journal vouchers and payment batches for tax distribution utilizing Financial Toolbox and AFRS.
  • Reconcile assigned general ledger accounts and revenue codes utilizing Enterprise Reporting Services.
  • Prepare and send notices informing licensees of tax reporting and payment requirements.
  • Monitor temporary licensee permits until permanent license is issued.
  • Process and reconcile Electronic Funds Transfer remittance for coding accuracy.
  • Prepare and send notices for returned payments; follow up with licensees until recovered.
  • Review for accuracy correction reports for wine privileges, post to tax system.
  • Verify information provided on wine audit reports, post to tax system.
  • Review tax reports to ensure correct licensee balances and credits.
  • Prepare and email balance due and credit notices with backup documentation monthly.
  • Monitor until balance due is paid or credit taken.
  • Track and monitor bankruptcy notices; assess for required action and follow up if necessary.
  • Evaluate and process tax refunds in Beer and Wine Tax System and Financial Toolbox.
  • Monitor winery annual filers for timeliness of tax reports received, reporting and payment accuracy, and qualification status.
  • Create monthly list of all invalid licensee activity and submit to Enforcement Division.
  • Track and compile monthly results and update Beer and Wine Tax Unit fundamentals map.
  • Respond to internal and external customer questions, interpreting the RCW and WAC.

 

 

Qualifications

 

Required Qualifications:
• A bachelor’s degree, which includes 18 quarter or 12 semester hours in accounting, and two years of relevant professional experience. Relevant experience is within an area related to financial, fiscal, accounting, auditing, payroll, etc.

 

OR

• Any combination of education and relevant professional experience totaling six years. Education must include the required credit hours in accounting.

 

AND

• Intermediate skill level with Microsoft Office Suite, particularly Microsoft Excel. Knowledge and understanding of the Generally Accepted Accounting Principles (GAAP).

 

• The following certifications may substitute for one year of experience: Certified Public Accountant, Certified Government Financial Manager, Certified Management Accountant.

Preferred/Desired Qualifications:

  • One year experience interpreting and applying laws, rules, policies, or procedures.
  • Six months experience with the Office of Financial Management (OFM) Agency Financial Reporting System (AFRS), Financial Toolbox and Enterprise Reporting Services.
  • Knowledge, understanding, and ability to ensure work products are in compliance with agency policies and OFM State Administrative and Accounting Manual (SAAM).
  • Knowledge of revenue and distribution codes for liquor taxes and fees.
  • Six months experience working with customers with online applications and troubleshooting technical issues.
  • Six months experience assisting customers with online reporting requirements and questions.
