Full-Time Project Director, Campus Redevelopment Projects

Job Description

As a key leader within Project Horizon – SickKids Campus Redevelopment project – the Project Director will be accountable to lead and direct project planning, design, construction, and implementation of all phases of capital facility development related to Redevelopment expansion projects. Scope includes feasibility studies, business plans, facilities design, construction, and commissioning.

Initially, this role will be specific to the implementation of Project Horizon Early Works being delivered under the Construction Management contract delivery methodology, which has a construction value of $400 M+. The role will primarily entail renovations to the Burton & Atrium buildings, along with the Peter Gilgan Centre for Research and Learning (PGCRL) scope of Early Works.   This role will provide strategic leadership, guidance, and oversight of designated projects throughout all phases including the integration and coordination of activities related to/impacting the development and delivery of project construction. Provides direction and management to Department Project Leaders, Managers, Consultants and Staff. Develops and implements capital budgets including authorization, control and reporting of expenditures to ensure efficient utilization of financial resources. Ensures key inputs are provided to development of operating budget in collaboration with various SickKids programs getting impacted due to the Redevelopment project, especially for the Early Works. This role will report to Project Horizon Chief Redevelopment Officer (CRO).

Ensures appropriate time, quality and cost monitoring systems/measurements are implemented; reporting criteria and processes developed and implemented including the effective compliance monitoring of schedule, budget, quality, and safety against contract requirements.

Collaborates with department leaders to provide advice and problem resolution on a variety of design and construction issues, human resource requirements and areas related to the direction and development of the department, Management/Executive and stakeholders within the site.

Key Areas of Responsibility

  1. Ensures facilities are planned, designed, and constructed to meet clinical/operational outcomes and align to the latest standards and best practices in health facility design, project delivery, and environmental sustainability.
  2. Leads strategic planning, design and implementation of the major hospital redevelopment and expansion by working with internal and external stakeholders, consultants and leaders regarding project plans, budgets, scope, progress, status and deliverables.
  3. Works with the CRO and Chief Clinical Planner (designate) to develop effective processes to assess project risks, identifies risk mitigation strategies and monitors risk throughout the life cycle of projects;
  4. Collaborates with the Project Management Office (PMO) in ensuring review and creation of new processes as the project advances to different phases. Also works effectively and in a collaborative manner with Project Director – Clinical Planning / Operational Readiness to ensure a smooth transition of spaces to operations, and also proactively engage with operational readiness team in mitigating risks in design, construction, and commission.
  5. Ensures appropriate engagement, review and sign-off of project plans and deliverables; establishes ongoing support for initiatives from project executive sponsors and user groups; keeps stakeholders aware of project status and ensures effective communication channels are in place.
  6. Provides overall leadership and managerial direction to the assigned Project Managers, designated staff and contracted consultants in the construction and implementation of the project to achieve target scope, schedules, budget, and cash flow.
  7. Manages and oversees the management of project human resources including recruitment, professional development, performance assessment and discipline of employees or contractors within the assigned area of responsibility. Disciplines and releases project team members as required.
  8. As appropriate/required, assumes the lead role for the design and construction work stream and assembles the project team, negotiates, and executes contracts, engages, directs and supervises consultants and staff.
  9. Oversees and/or manages the construction documentation and specifications and ensures contracts are awarded in compliance with established governmental regulations and SickKids policies.
  10. Manages contracts awarded to consultants, contractor and other vendors to ensure compliance and intent

Skills or Experience Required

  • Master’s degree and professional designation in a relevant discipline
  • Ten (10) years’ recent, related experience in senior management leadership roles overseeing the design and construction of major facilities project, esp. in a large complex organization such as health care
  • Experience on multi phase project implemented using Construction Management and/or Design Build deliveries will be an asset
  • An equivalent combination of education, training and experience may be acceptable

Skills of Experience Desired

  • Demonstrated knowledge of facilities project delivery processes including planning, design, construction and procurement within current standards, codes, bylaws and regulations
  • Experience in working with Ministry, Infrastructure Ontario
  • Broad knowledge of patient care delivery systems in paediatric or adult acute care

Education

  • Masters or equivalent degree in Architecture, Engineering, or Construction Management
  • A Professional Engineering (P.Eng) or Registered Architect credential in the province of Ontario is recommended
  • A Project Management Professional (PMP) credential is recommended

Working part of a close-knit, highly collaborative team.  Liaises with other teams and committees at SickKids, external partners/clients, other hospitals and government officials where necessary, to develop opportunities to exchange information so as to incorporate new knowledge into project plans as appropriate. Interface with department representatives, stakeholders, consultants, other project managers or team members, municipality, Ministries, Ontario Health, City of Toronto, and other organizations and regulatory bodies to ensure that they are properly briefed during the development process.  Interface with department representatives, stakeholders, contractors, other project managers or team members, vendors, independent inspection and testing agencies, legal counsel, consultants, and building authorities during design, tender and construction as required.
