Who We Serve:

Massachusetts was the first state in the nation to combine energy and environmental agencies under one Cabinet secretary. The Executive Office of Energy and Environmental Affairs (EOEEA) serves Commonwealth residents interested in outdoor recreational activities, clean energy solutions and those who work with animals and livestock. Equally, EOEEA works with energy consumers, power companies, clean energy providers and farmers to delicately balance the interaction with environmental protection laws and regulations while being a cornerstone for our economic prosperity.

Secretariat Overview:

The Executive Office of Energy and Environmental Affairs Secretariat (EOEEA) provides oversight of the Commonwealth’s energy and environmental agencies, namely, the Division of Energy Resources (DOER), Department of Public Utilities (DPU), Department of Environmental Protection (DEP), Department of Conservation and Recreation (DCR), Department of Fish and Game (DFG), and Department of Agricultural Resources (DAR). EOEEA also has divisions within the Secretariat, including the Office of Law Enforcement (OLE or Massachusetts Environmental Police), Massachusetts Environmental Policy Act (MEPA) office, Coastal Zone Management (CZM) office, and Division of Conservation Services (DCS). All agencies and divisions promote the environmental or energy related goals and initiatives of the Administration and the Secretary of EOEEA.

The Executive Office of Energy and Environmental Affairs, Operations – Facilities Management Office is accepting resumes and applications to fill the role of Project Manager.

Facilities Management Overview

The Facilities Management Office is responsible for the following categories of work:

  1. Real Estate Management: Work closely and in collaboration with DCAMM, throughout all real estate negotiations. Inclusive of writing or soliciting request for proposals for facilities leases, review and negotiating contract terms, recommendation of proposals to senior management agencies.

 

  1. Space Utilization & Planning: Support all EEA Agency staff to analyze and assess maintenance, growth, and facilities needs pertaining to programmatic changes.  Develop and implement programs, strategies and plans to meet those needs, preparing conceptual plans for new facilities as appropriate. Provides input into and recommendations for space utilization plans for facilities.

 

  1. Operational Support: Under the direction of EEA COO, the Facilities team direct, oversee and monitor office operational policies and procedures; plan, direct and oversee implementation of Agency technology initiatives; oversee management of Sustainability Program; design and implement management controls and improve communication strategies; identify business process improvement opportunities and implementation strategies; support and monitor completion of business process improvement projects.

 

  1. Health & Safety: Development and implementation of Agency health, safety and security policies and procedures; develop emergency evacuation procedures and provide training. Communicate emergency preparedness plans, site inspections, facility audits, work order progress reports, and other related reports.

 

  1. Fleet Management: Works with the Commonwealth’s Operational Services Division (OSD) Office of Vehicle Management (OVM) to manage the acquisition, leasing, registration, maintenance of the state fleet vehicles at EEA; develops EEA polices and guidelines and ensures EEA agencies are following OSD/OVM fleet policies.

 

  1. Budget Management: Plan, direct and oversee Agency budget development, resource allocation and expenditure control processes; review requests for future projects for EOEEA capital funding.  

 

  1. Physical Inventory: Management of the office furnishing inventory; Manage the tagging and entry of new furnishings into the Inventory System; Oversee the surplus process; Completion of required OSD documents; Coordinate removal of physical property; Ensure equipment is removed from Inventory system. Keep record keeping of Furniture, Fixture and Equipment (FF&E) and Consumables required.

 

  1. Record Management: Management and support of the new office space standards, improve workforce mobility in the long term with the upkeep of efforts required to reduce or eliminate in-office record storage through appropriate destruction, off-site storage, or digitization of records, as defined in 950 C.M.R. 32.02, in compliance with applicable federal and state laws, regulations, and policies governing Public Records, Record Retention Schedules, IT security, and Personally Identifiable Information (“PII”).

Job Summary

Under the general direction of the Director of Facilities Management, the Executive Office of Energy and Environmental Affairs (EEA) Facilities Project Manager is responsible for overseeing and leading all efforts of projects lifecycles inclusive of planning, development (build-up), implementation and close out processes.

The Project Manager is responsible to manage projects under the categories of responsibility described under the Facility Management Overview or for any project(s) identified by the Executive Office or its agencies.

Responsibilities:

All aspects and phases of Project Planning:

  • Planning: The project manager will determine the real problem to solve. Identify stakeholders. Define project Objectives. Determine scope, resources, and major tasks. Prepare for trade-offs.

 

  • Development (build-up): The project manager will assemble teams. Plan assignments. Create schedules. Hold kick-off meetings. Develop budgets.

 

  • Implementation: Monitor and control process and budget. Report progress. Hold weekly team meetings. Manage problems and escalate as required.

 

  • Closeout: Evaluate project performance. Close the project. Debrief with the team. Develop post evaluation reports.

 Skills: 

  • Task management and analysis: Delegating tasks of the project to team members best positioned to complete them. Efficiently handling team time by clearly setting priorities.
  • Planning: Creating long and short-term plans, including setting targets for milestones and adhering to deadlines.
  • Cost-benefit analysis and options: Excellent oral and written communication, ability to report upstream and downstream to keep the project finances aligned with goals.
  • Process analysis: Improve the efficiency, effectiveness, and agility of the project /organizational processes. Involving designing, modeling, executing, monitoring, and optimizing processes to align them with strategic goals and project needs.
  • Team building: Ability to bring consensus. Ability to recognize differences or disagreements among team members and application of appropriate change tools to foster positive team interactions and keep productivity.
  • Negotiation: Project managers shall use their negotiation skills to reach agreements. Able to work with various individuals to develop solutions. This process includes coming up with mutually beneficial ideas, considering alternative solutions, weighing different options and outcomes, and selecting a way to move forward.
  • Leading and motivating: Project Manager will drive and motivate their team to meet and exceed their goals. Foster the right environment for the project team to shine. Tailor tasks to participant strengths. Give feedback, and similarly, solicit feedback. Give autonomy and responsibility. Provide a vision that inspires the team about the future of the project and their work.
  • Conflict Management: Should not avoid or ignore conflicts. Actively listen to different views. Facilitate and encourage emotionally intelligent discussions. Keep all discussions neutral and inspire the team to do so as well. Think about the resolution that will bring success to the project.
  •  Problem Solving:  Ability to determine the source of a problem and find an effective solution. Define the problem; identify reasons behind the problem; generate ideas for solutions; select the most fitting solution; take action to solve the problem.

 

Office Location: 100 Cambridge Street Boston MA. Some travel required per project assignment locations.

Certification and Licenses: Valid Driver Required. Professional Management Professional or Construction Project Manager certifications preferred but not essential.

 

Required hours this position is a full-time position. Regular hours: Monday through Friday 9:00A.M.-5:00P.M. This is a hybrid position.

Preferred Entrance Requirement:

Strong Candidate will provide a diverse project management portfolio, work independently and in multiple collaborative team environments. Should be able to navigate challenges, changing priorities and have excellent time management skills.

Bachelor of Science in Project Management, Business Management, Facilities Management, or related field and/or a minimum of four years of relevant experience.

Working knowledge of Microsoft Office 365 suite is a must.

Smartsheet, Asana, SharePoint, Building Engines software knowledge preferred or willingness to learn.

MINIMUM ENTRANCE REQUIREMENTS:

 

Applicants must have at least (A) four (4) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in: business administration, business management, public administration, public management, clinical administration or clinical management or (B) any equivalent combination of the required experience and substitutions below.

 

Substitutions:

 

  1. A certificate in a relevant or related field may be substituted for one (1) year of the required experience.

 

  1. An Associate’s degree in a related field may be substituted for one (1) year of the required experience.

 

III. A Bachelor’s degree in a related field may be substituted for two (2) years of the required experience.

 

  1. A Graduate degree in a related field may be substituted for three (3) years of the required experience.

 

  1. A Doctorate degree in a related field may be substituted for the required experience.
