Position Summary:

The Transit Manager is responsible for planning, monitoring, and maintaining the University’s public transit system which serves our diverse group of students, faculty, staff, and community. The Transit Manager will oversee all transit system functions, including but not limited to: on-campus service, off-campus Brockton and local service, and University trips and event shuttles in compliance with Americans with Disabilities Act (ADA), Federal Transit Administration (FTA), Brockton Area Transit (BAT) and other federal requirements. The Transit Manager is also responsible for the coordination, training and oversight of the BSU Transit Commercial Driver License (CDL) training program, to include CDL program training schedule, required safety and drug and alcohol training, on-the-road and classroom training, Department of Public Utility (DPU) and State Police road-test preparation and scheduling. This position will also assist with preparing and monitoring the transit program budget, participating in University and public outreach events and local and regional planning studies and projects.

Supervision Received: Reports to the Associate Director of Facilities Management

Supervision Exercised: Provides supervision to student and hourly employees in the transit area

This position is located on campus in Bridgewater, MA. This position is eligible for hybrid / remote work in accordance with BSU remote work policy.

This is an APA position and is subject to the terms of that union agreement.

Essential Duties:

• In fair and equitable manner, direct, coordinate and review the work plan for assigned transit operations services and activities; assign work activities; monitor workflow; review and evaluate work products, methods and procedures; meet with diverse group of staff to identify and resolve problems.
• Oversee transit operations including all transit safety programs; ensure compliance with applicable federal and state laws and regulations.
• Assist in oversight of compliance with Brockton Area Transit, the Department of Public Utility, State of Massachusetts Department of Motor Vehicles Commercial Driver licensing and testing requirements; ensure testing complies with applicable rules, regulations and mandates.
• Establish schedules and recommend methods for providing transit services including overseeing and reviewing timelines and schedules; identify resource needs; review needs with appropriate management staff; allocate resources accordingly.
• Drive University or University Partners vehicles when necessary to support the fluid operation of the transit system.
• Participate in the development and implementation of goals, objectives, policies and priorities; recommend and implement resulting policies and procedures to enhance an environment of inclusiveness while ensuring the most efficient and effective delivery of services.
• Manage staffing and operational activities for the BSU Transit system. Utilize diversity and social justice practices to recruit, hire, train, motivate and evaluate a diverse group of transit employees.
• Schedule and deliver effective training information regarding, BSU Transit Commercial Driver’s License Program, DOT physical appointments, permit testing, and employment requirements to all employees.
• Participate in the development and administration of assigned program budget; forecast funds needed for staffing, equipment, materials and supplies; monitor and approve expenditures; recommend adjustments as necessary.
• Analyze, prepare, and make recommendations of technical specification for vehicle procurement.
• Responsible for communicating multicultural and inclusive announcements on website and social media accounts; including delays or changes in service.
• Review issues and concerns from the general public regarding transit operations; assist in fair and equitable resolution in a timely, effective and efficient manner.
• Provide staff assistance to the Associate Director; participate on a variety of committees and commissions; prepare and present staff reports and other correspondence as appropriate and necessary.
• Assist in coordination of operations activities with those of other divisions, student groups and outside agencies and organizations.
• Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of transit and transportation. Remain current on topics such as cultural competence, equity, and other relevant topics.
• Will be required to successfully obtain Passenger and Airbrake Endorsements within first six months of employment.
• Perform related duties as required.

Required Qualifications:

• Minimum 3 years work experience
• Valid DOT Class B Commercial Driver’s License. Ability to successfully obtain Passenger and Airbrake Endorsements within first six months of employment.
• Valid DOT Medical Card
• Valid Motor Bus Certificate
• Knowledge of all DOT/FTA/ADA regulations
• Managerial experience
• Strong communication and decision-making abilities
• Reputable driving record and display of safe driving practices and methods
• Ability to be on-call and work extended hours as needed by University.

Preferred Qualifications:

• Higher education/campus transportation experience
• AED/CPR certification
• Knowledge of or ability to learn Microsoft Suite
• Knowledge of automotive mechanics and diagnostics
• Master’s Degree
