Full-Time Crime Analyst

Job Description

The Crime Analyst is a non-sworn, non-supervisory position under the direct supervision of the Operations Captain.  The primary responsibility of the Crime Analyst is to acquire, analyze, prepare and disseminate information related to crimes and incidents that are relevant to this agency including, but not limited to, calls for service, crime patterns and trends, workload distribution, officer availability and hotspot locations.

ESSENTIAL DUTIES AND RESPONSIBILITES

The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive.  Other duties may be required and assigned.

  • Develop crime mapping and analysis of spatially referenced data such as crimes, calls for service and crashes. Employ investigative and statistical analysis to forecast future crime occurrences by type of crime and target location in order for the agency to deploy and allocate resources effectively. Perform data analysis essential for policing teams to develop action plans to resolve community problems.  Review reports to identify modus operandi patterns or trends. Determine patterns of crime and disorder in the community.  Perform statistical and investigative analysis of police data and reports and recommend a course of action based on that analysis. 35%
  • Establish procedures to retrieve, integrate and analyze data from a large variety of sources and systems. Use programs, software and other systems to retrieve the data.  Utilize data-mining techniques and other research methods to provide intelligence information and case support related to significant investigations that have a large amount of data. 30%
  • Utilize data to compose professional, accurate and detailed reports and presentations, including maps, charts and table graphs, and to create timelines, flowcharts and link analysis relevant to specialized investigations and intelligence information. 15%
  • Perform a data compilation and analysis function, including collecting, analyzing, reporting and disseminating information concerning external forces (crime and disorder) as well as internal processes of the department (workload analysis, vehicle stops, crashes). 10%
  • Coordinate with outside law enforcement agencies (including, but not be limited to, the District Attorney’s Office, Federal Agencies and local agencies) to identify and solve cross-jurisdictional crimes. This includes identifying regional crime trends, data collection and problem solving. 5%
  • Maintain knowledge of and obey all policies, procedures, rules, regulations, orders and directives of the Oshkosh Police Department. 5%
  • Perform any other related duties as assigned.

Qualified candidates will have:

  • A Bachelor’s Degree in Statistics, Geography, Criminology, Computer Science, GIS, Crime Analysis, Computer Programming, or a related field;
  • A minimum of two years of professional level experience in a law enforcement environment analyzing and mapping crime data.
  • Previous experience in law enforcement research and analysis utilizing law enforcement databases, or in research statistics or quantitative analysis.
