Your opportunity at a glance

The WSLCB Human Resources Division is announcing an exciting opportunity for a Human Resource Consultant 1 (Payroll and Benefits Analyst) position in Olympia, WA. This position reports to the Payroll and Benefits Manager in the WSLCB’s Human Resources Division. The position serves and complements the WSLCB’s mission and goals by assisting the Human Resource Office to achieve its strategic goal of maintaining and valuing a highly-motivated, competent and diverse workforce.

In this role, you will use your professional Human Resources skills and payroll experience to support employees and management through various areas of compensation, deductions and benefit administration. As part of the LCB Payroll team, your focus will be on customer service while performing financial review, analysis, verification and correction of pay data for processing of payroll and benefits.

Duties

Some of the duties you will perform are:

  • Audit and analyze employee timesheets for accuracy and completeness.
  • Key worked time and cost coding entries into HRMS CAT2 screens for employees.
  • Analyze miscellaneous Personnel Action Requests (PAR) forms and appointment letters for budget coding, union representation, workers compensation codes, personal leave day and benefit eligibility.
  • Process miscellaneous HRMS adjustments and deduction changes (payroll deductions, direct deposit, car use days, payments, etc.) and communicating them with employees, supervisors and/or unions as appropriate.
  • Audit and review reports produced by HRMS during semi-monthly payroll processing to resolve errors and abnormalities.
  • Review employee leave entries, make adjustments and corrections to hours worked, follow-up with employees on leave entry or worked hour discrepancies.
  • Review and complete hour adjustments as necessary for employees out on Leave Without Pay (LWOP) to avoid possible overpayments or underpayments of holiday hours and ensure benefit requirements are met for insurance premium deductions.
  • Process employee transfers within and out of the agency, including preparing and sending transmittals and files to other agencies and tracking the receipt of transmittals and files in from other agencies.
  • Track hours each pay cycle for employees to determine when the threshold is met for insurance and retirement benefit eligibility.
  • Backup and assist with medical, dental, life and LTD insurance entries, and processing enrollments and changes to insurance in PAY1. May assist in determining eligibility for and filing LTD claims and Life waivers and support LCB employees with insurance questions.
  • Send new employee paperwork including appointment letters to all newly hired or rehired employees to the agency.
  • Determine retirement status and appropriate plan, insurance eligibility status and send all new hire forms including I-9, prior service, emergency contact list, retirement forms, insurance forms, W-4 form, Direct Deposit and other necessary forms to the employee via electronic means to the employees work and personal email address.
  • Set up New Employee Orientation (NEO) meeting invite, present a portion of the NEO, collect new employee paperwork and distribute via electronic means to the appropriate staff member.
  • Review Personnel Action Requests (PAR’s) for accuracy against data in HRMS, complete new hire process in HRMS, enter new hire actions based upon employee status and forms received.
  • Document filing into Electronic Content Management System (Laserfiche) to maintain the integrity of all Payroll and Human Resource documents, including employee Personnel and Payroll folders.
  • Provide verification of employment for potential employers, mortgage offices, loan forgiveness programs, employees and other organizations.

 

 

Qualifications

Required Qualifications:

Experience for required qualifications can be gained through various combinations of formal professional employment and educational experience. See below for how you may qualify.

Option 1: 

Four (4) years of professional experience working in a payroll, benefits, human resource or fiscal environment. This experience must include resolving and responding to customer inquiries and problems with payroll and timekeeping actions, benefits or resolving issues with other fiscal processes and systems.

AND 

Demonstrable experience in:

  • Researching, evaluating, and drawing conclusions from data; interpreting and applying rules, laws, policies, and procedures.
  • Intermediate-level experience using MS Word, Excel, and Outlook.
  • Accurately using a 10-key calculator by touch.

 

Option 2: 

An Associate’s degree or higher in business administration, public administration, accounting, finance or closely related field

AND

Two (2) years of professional experience as listed above.
Preferred/Desired Qualifications:

  • Four (4) or more years of experience in the following:
    • Effectively using Washington State’s Human Resource Management System (HRMS), PAY1 and Agency Financial Reporting System (AFRS).
    • Working with state government payroll processes and systems.
    • Explaining technical information regarding payroll rules, rights, regulations, policies, procedures, programs, and services.
    • Accurately inputting data and running reports from HRMS.
  • Twelve (12) or more Semester hours, or eighteen (18) or more Quarter hours of college-level accounting, auditing, or budgeting course work.
  • Demonstrated experience in the following:
    • Effectively communicating ideas and facts orally and in writing using plain language.
    • Ability to learn and apply a wide variety of technical information, policies, and procedures.
    • Ability to convey ideas and facts orally and in writing using language the audience will best understand.
  • Knowledge of MyPortal Leave system.
