Job Description

ABOUT ICARE 

Immigrant Children Advocates’ Relief Effort (ICARE) is a coalition of nonprofit organizations dedicated to expanding access to legal representation for unaccompanied children facing deportation in New York City with the ultimate goal of universal access to counsel.  

Immigrant children are not afforded free legal representation by the government, regardless of their age. Without a lawyer, more than 80% of children are issued deportation orders, returning to the danger from which they fled. This is where ICARE steps in, our members provide free legal assistance to immigrant children in New York City. Since our inception in 2014, ICARE has supported over 11,000 children by offering know-your-rights trainings, legal screenings, direct representation and connections to city and social services, ensuring vulnerable immigrant children do not have to face court alone.  

ABOUT THE ROLE 

ICARE seeks a full-time Program Manager who will be responsible for implementation of programming for the coalition, including coordination and logistics, designing of written materials, data collection, and communication with immigrant children and coalition members. The goal of our programming is to marshal the resources and expertise of ICARE members toward the goals of increasing direct representation and advancing advocacy efforts; and to elevate the voices of immigrant children in public discourse. 

The Program Manager will play a key role in supporting coalition members by developing programming that streamlines coordination efforts, while reducing duplication of services, ultimately impacting the lives of thousands of immigrant children seeking safety and refuge. The Program Manager will also train and guide volunteers through Family Court and Immigration Court proceedings, and through representation at the Asylum Office.  

Typical hours are 9am-5pm, with occasional evening work depending on programmatic needs. This role will be a hybrid of work that can be conducted remotely but will also require a regular on-site presence in NYC for delivery of services. This is an excellent opportunity for a professional experienced in program development who is passionate about responding to the urgent needs of immigrant children recently arriving in NYC.  

RESPONSIBILITIES: 

Program Management (70%) 

  • Support and execute ICARE’s program activities 
  • Design and deliver coordination of legal services across member organizations 
  • Streamline the screening and intake process across member organizations 
  • Triage incoming requests and maintain shared waitlist of immigrant children seeking legal assistance
  • Manage coordination of referrals for wraparound services 
  • Support the management of key relationships with members and peer organizations 

Program Data & Reporting(20%) 

  • Develop and maintain detailed impact and reporting metrics  
  • Assist member organizations with data collection and information sharing 
  • Create and update outreach materials and/or databases for members 
  • Prepare and analyze data for reports to be shared with members and funders
  • Coordinate meetings or focus groups, as needed to advance relevant programs  

Internal Systems & Communication (10%) 

  • Develop and update programmatic policy and procedure manuals, logic models, etc. 
  • Support the Executive Director with scheduling and administration

Ideal candidates for this position will also have: 

  • 3-5+ years of demonstrated success with program coordination and/or management 
  • Fluency in English and Spanish is required 
  • Ability to work independently as well as collaboratively on an interdisciplinary team in a fast- paced, high intensity environment  
  • Experience working with diverse communities and/or with children; and a readiness to grow and learn  
  • Two (2) years of family law or immigration law experience strongly preferred 
  • Demonstrated proficiency in data collection and entry using various databases
  • Fluency with Microsoft Teams and Office Suite (Word, Excel, PowerPoint, etc.) 

Reports to: Executive Director  

COMPENSATION & BENEFITS: 

ICARE offers a competitive salary and benefits, with a range of $75,000-$80,000, commensurate with experience and skills. Competitive benefits package including health, dental and life insurance; 12 weeks paid family leave; long-term disability; flex spending accounts; eligibility to participate in 401(k) and 403(b) retirement plans; and generous vacation.
