Position Overview
The Division of Family and Community Services is seeking to hire a Social Services Planner Ill to perform the more complex technical tasks related to the Emergency Solutions Grant Program using the Consolidated Accounting & Reporting System (CARS), the Community Services Agreement (CSA), and the Grant Accountability and Transparency Act (GATA). This position facilitates the Emergency Solutions Grant oversight of contracted agencies and annual funding plan design to determine the optimum program policy implementation and utilizes research for the development and implementation of Emergency Solutions Grant policy and provides a facilitative role in the joint planning conferences for Emergency Solution Grant providers. The Division’s mission is to assist Illinois residents by connecting them with public assistance programs and services. Job Responsibilities
1. Performs the more complex technical tasks related to the Emergency Solutions Grant Program using the Consolidated Accounting & Reporting System (CARS), the Community Services Agreement (CSA), and the Grant Accountability and Transparency Act (GATA).
2. Facilitates the Emergency Solutions Grant oversight of contracted agencies and annual funding plan design to determine the optimum program policy implementation and utilizes research for the development and implementation of Emergency Solutions Grant policy.
3. Prepares pertinent components for the Emergency Solutions Grant annual report to the Illinois General Assembly and/or the Federal Government, quarterly reports and documents for budget planning and development, utilizing spreadsheet software such as EXCEL, evaluates quarterly client data and information and prepares related correspondence to provider agencies and interested parties.
4. Plans and provides input for the coordination of the social services system of the Emergency Solutions Grant operational program and program evaluation of assigned contracted agencies by preparing and distributing annual funding plan applications to assigned providers, reviewing, and analyzing applications for program compliance, recommending to supervisory staff changes and amendments to applications before contracting through the Community Services Agreement (CSA) system.
5. Prepares the more complex Emergency Solutions Grant Program design which includes developing and recommending policies and procedure manuals for the program, preparing Emergency Solutions Grant Program policies and procedure manuals, posting policies and procedure manuals on the OHS website, and making amendments and changes to the manuals.
6. Incorporates into the Emergency Solutions Grant Program methods and procedures to prevent program overlap and duplication, researches and verifies regional coverage for the applicable homeless services for the Emergency Solutions Grant.
7. Provides a facilitative role in the joint planning conferences for Emergency Solution Grant providers.
8. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
1. Requires knowledge, skill, and mental development equivalent to completion of a master’s degree.
2. Requires one (1) year of progressively responsible professional experience in community organization, social service work, or in program planning and development.
Specialized Skills
1. Of the one (1) year of progressively responsible administrative experience, requires one (1) year of experience working with GATA (Grant Accountability and Transparency Act).
Preferred Qualifications
1. Two (2) years of professional experience performing more complex technical tasks related to grants programs.
2. Two (2) years of professional experience preparing pertinent components for annual grant reports to state and federal government, quarterly reports, and documents for budget planning and development.
3. Two (2) years of professional experience working with program objectives and social policy for public and private organizations.
4. One (1) year of experience working with a grant fund accountability and transparency law such as the State of Illinois Grant Accountability and Transparency Act (GATA).
5. One (1) year of professional experience working with Federal fiscal grants.
6. One (1) year of professional experience utilizing the Access and System Analyst Program (SAP).
Conditions of Employment
