Position Overview
The Department of Human Services Procurement Office is seeking to hire an energetic and detail-oriented executive to oversee the agency’s operational evaluation and review. The position performs highly responsible duties relative to the interpretation of the Illinois Procurement Code; establishes procedures for monitoring and reporting Invitation For Bids (IFB), Request For Proposals (RFP), sole source, emergency, and small purchase procurements to the Agency Procurement Officer; coordinates develops, and implements office policy for the Agency Procurement Office; coordinates inquiries received from a supervisor, staff, and private vendors; and develops and maintains critical liaison relationships and positive communications with Department of Human Services (OHS) administrative staff, Chief Procurement Officer and staff, Procurement Policy Board and staff, Central Management Services staff, and the Governor’s Office staff.
Job Responsibilities
  1. Performs highly responsible duties relative to the interpretation of the Illinois Procurement Code.
  2. Establishes procedures for monitoring and reporting Invitations for Bids (IFB), Request For Proposals (RFP), sole source, emergency, and small purchase procurements to the Agency Procurement Officer.
  3. Coordinates, develops, and implements office policy for the Agency Procurement Office.
  4. Coordinates inquiries received from supervisors, staff, and private vendors.
  5. Develops and maintains critical liaison relationships and positive communications with Department of Human Services (OHS) administrative staff, Chief Procurement Officer and staff, Procurement Policy Board and staff, Central Management Services staff, and the Governor’s Office staff.
  6. Performs other duties as assigned or required which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
1.   Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, preferably with coursework in business or public administration.
2.   Requires one (1) year of responsible administrative experience in a public or business organization. Or Completion of an agency-approved professional management training program.
Preferred Qualifications
1.   One (1) year of professional experience working in government procurement.
2.   One (1) year of experience working with the Bid Buy a-procurement system.
3.   Two (2) years of experience working in Microsoft Office Excel and Word (or equivalent) software in a professional environment.
4.   One (1) year of professional experience developing, installing, and evaluating new and revised methods, procedures, and performance standards.
5.   One (1) year of professional experience estimating and budgeting for future needs and costs of personnel, space, equipment, supplies, and services.
6.   One (1) year of professional experience working in a team environment.
