Full-Time Tuna Tracking and Verification Program (TTVP) Support – Long Beach

Job Description

Ocean Associates Inc. (OAI) is seeking applicants for a full-time position to provide data services and other deliverables to support the NMFS Office of International Affairs, Trade, and Commerce’s, Trade and Commerce Division. OAI is a Virginia corporation established in 2003 that provides consulting and technical services to the U.S. government, non-governmental organizations, international organizations, and the private sector. We specialize in scientific program and project management, strategic planning, professional and technical services and stakeholder engagement, supporting government contracts.

Duties

  • Review and entry of Tuna Tracking & Verification (TTVP) documents into database systems;
  • Review and check compliance for monthly domestic cannery receipts reports;
  • Certify compliance with TTVP regulations;
  • TTVP web page modification for user-friendly enhancement;
  • TTVP audit and spot‐check assistance to ensure data validity and user compliance;
  • Review TTVP information in the NMFS International Trade Data System (ITDS);
  • Other duties as assigned, including trade related functions for IATC staff, NOAA Fisheries National Permit System (NPS) access as needed, and IATC compliance follow up as needed.

Key tasks include the following:

  • Assist with TTVP activities by reviewing and entering NOAA Form 370 data, responding to inquiries from the public, ensuring that proper compliance documentation is submitted by importers and processors including contacting companies on compliance follow up issues, and participating in TTVP audits.
  • Assist IATC staff with tasks related to the Trade and Commerce Division, and in particular the Trade Monitoring Branch. Collaborate with and support staff in the IATC, and assist in providing and distributing information to co‐workers. This includes attending meetings and briefings related to Division/Branch matters, as well as developing and reviewing rulemaking documents, briefing papers, and background documents.
  • Develop outreach materials and participate/support at outreach events.

Deliverables:

  • Review and enter form data for electronic file submissions.
  • Answer and respond to tuna import related calls, emails, and voicemails, as needed.
  • Assist with tuna import documentation compliance by corresponding with industry via telephone and email as needed.
  • Review, compile, and/or file domestic processor monthly reports as assigned, including company follow up in areas of non-compliance or when clarification needed.
  • Assist, as needed, with domestic processor documentation compliance by corresponding with industry via telephone and email.
  • Participate or assist in TTVP audits or events, as needed.
  • Assist, as needed, with the dissemination of TTVP information to the industry.
  • Review and develop documents supporting rulemakings and/or briefing papers and background documents.
  • Develop outreach materials and participate/support at outreach events.
  • Provide monthly progress report to include, but not necessarily be limited to, the following: accomplishments, issues encountered, travel (including purpose, significant outcomes, action items), and recommendations, if applicable.

Start Date: Contingent on receiving the award for this contract.

Partial Telework may be authorized.

Salary and Benefits: This is a full-time position, overtime is not anticipated. Salary is commensurate with experience. Comprehensive benefits package.

Requirements:

  • Familiar with the Tuna Tracking and Verification Program laws and regulations.
  • Comfort with spreadsheet and database software.
  • Strong organizational and communication skills.
