Under general direction, serves as a regional Mental Health Recovery Support Specialist MHRSS). Develops and maintains contacts/relationships with community mental health centers/agencies for the purpose of enhancing recovery-orien1ed services/service delivery. Addresses, reviews, and resolves identified consumer and/or family issues and concerns.
Reviews, analyzes, and evaluates consumer study/survey data to identify trends, patterns, and outcomes. Represents the region’s “consumer voice” to community groups requesting information. Provides expertise regarding consumer/family service needs and expectations to region community mental health agencies and hospitals. Serves as a member of the statewide Recovery Services Development Group (RSDG).
Job Responsibilities
1.Serves as a regional Mental Health Recovery Support Specialist (MHRSS), facilitates the enhancement of recovery-oriented services/service delivery in community mental health agencies and community hospitals. Provides information concerning consumer rights, responsibilities, directives, and issues, toward the goal of increased consumer-centered services and facilitation and consumer recovery. Provides region consultation concerning consumer related policies and procedures, focused upon increased consumer involvement in the design. delivery and implementation of recovery initiatives.
2.Develops and maintains contacts/relationships with community mental health
centers/agencies, for the purpose of enhancing recovery-oriented services/service delivery. Provides information, orientation and training to each concerning Region recovery-orientated service delivery and the utilization of Wellness Recovery Action Plans (WRAP) and the Certified Recovery Support Specialist (CRSS) credential. Serves as technical advisor for recovery conferences and other similar events in the region.
3.Addresses, reviews and resolves identified consumer and/or family issues and concerns related to the quality of care and services provided to consumers. Advises Deputy Director on the review/resolution and outcomes. forwarding the review Reports for those issues and concerns needing further resolution.
4.Reviews, analyzes, and evaluates consumer study/survey data, utilizing the data to identify and highlight trends, patterns and outcomes. Addresses and facilitates development and revision of consumer policies and procedures. Collaborates and works with region staff and consumer representative from community mental health agencies and hospitals to develop, review and revise policies, procedures and protocols and guidelines to effect recovery oriented services/service delivery changes throughout the region and state. Represents the region’s “consumer voice” to community groups requesting the infom1ation concerning mental health issues, wellness and recovery, the empowerment of consumers and families to recovery-oriented services. Serves as a mentor to consumers in identified leadership roles in community agencies and hospitals. Provides training and orientation for consumers/families in the development of recovery-oriented leadership. Provides technical assistance regarding consumer issues.

6.Provides expertise regarding consumer/family service needs and expectations to region community mental health agencies and hospitals. Provides training to region, provider, provider agency staff, consumers and family concerning those issues.
7.Serves as a member of the statewide Recovery Services Development Group (RSDG). Represents the region on the RSDG. Participates in RSDG initiatives and activities,
including the RSDG Community Issues Group and the Recovery and Empowerment Statewide Calls.
8.Performs other duties as assigned or required which are reasonably within the scope of duties enumerated above.
Minimum Qualifications
1.Requires knowledge, skill, and mental development equivalent to completion of a bachelor’s degree in one of the social sciences or a related area and two years of experience performing peer support work within a mental health program setting. Must be a current or former consumer of mental health services, and willing to self-identify.
2.Requires evidence of certification as a Certified Recovery Support Specialist (CRSS).
Conditions of Employment
1.Requires the ability to meet all agency vaccine/health-related Policies and guidance.
2.Requires ability to pass the IDHS background check.
3.Requires ability to pass a drug screen. On January 1, 2020, the Cannabis Regulation and Tax Act made it legal for residents over the age of 21 to produce, consume and sell cannabis in Illinois. Please note that although the law has changed, the Department will continue to enforce the Department’s zero tolerance Drug Testing policy. The use of unauthorized drugs, including cannabis, by an employee, regardless of the position held is prohibited.
