Job Description

Deputy Director is responsible for all headquarters and field activities associated with policy implementation, procedures, coordination, and operation of law enforcement programs and internal affairs programs. This includes:
– Uniformed police services, detention operations, and criminal investigations in Indian country;
– The coordination of law enforcement activities with Federal, State, and local law enforcement agencies; and;
-The Indian Police Academy, located at the Federal Law Enforcement Training Center in Artesia, New Mexico that provides initial and continuing enforcement, detention, and communications trainings for Bureau and tribal personnel.

The Deputy Bureau Director also manages specialized law enforcement programs such as Internal Affairs, Inspections, Drug Enforcement and Homeland Security and provides technical assistance and some oversight for programs administered by tribes under the provisions of the Indian Self-Determination and Education Assistance Act.

Provides innovative executive leadership for all law enforcement programs in a manner that will foster the most effective implementation and utilization of resources.

Provides expert counsel, advice, and recommendations to the Director, Bureau of Indian Affairs on the overall operation and management of Bureau and tribal law enforcement and detention programs in Indian country.

Develops plans and strategies to mitigate vulnerabilities from criminal and terrorist threats to critical infrastructure and BIA operated facilities. Designs and implements physical security policies and procedures, provides guidance in the development of and implementation of a national force protection program. Provides guidance in conducting vulnerability assessments, physical security assessments and improvements and the development of critical incidents plans to mitigate risks to Indian country personnel and facilities.

Formulates plans and recommends appropriate program changes to ensure responsiveness to advances in technology and the changing face of threats identified or perceived. Analyses, reviews, and evaluates law enforcement, security, and anti-terrorism initiatives to ensure their objectives, approaches, and practices conform to current requirements and policies. Consults with and provides advice to the Director, BIA and other bureau executive members in the development or expansion of programs affecting their program areas. Helps to redefine and modify elements within these programs in support Bureau mission accomplishment.

Develops community policing based programs that build proactive and meaningful partnerships with Indian country communities, fosters trust, and strengthens crime prevention initiatives and drug crime interdictions.

Develops an effective contract oversight and technical assistance plan and program that stresses accountability and encourages the progressive development and improvement of law enforcement services provided by tribal administered programs.

Periodically visits field facilities in Indian communities throughout Indian country to maintain firsthand knowledge of and evaluate the working conditions.

Develops strategic plans that facilitates increased accountability, improvements in services and facilities, training, staffing, and budgeting to optimize performance of the Bureau and tribally operated law enforcement programs.

Oversees implementation of security measures at all BIA locations to detect and prevent terrorist-related acts, Ensures that field offices are fully integrated into the various systems and programs designed to detect and prevent such acts.
