Part-Time Regional Program Officer – India
Job Description
POSITION OBJECTIVE:
The Regional Program Officer (RPO) – India supports the overall development, implementation, and promotion of Water For People’s programmatic work in India. The RPO collaborates with country and Global teams on evidence-based planning and adaptive management of programs in achievement of impact and revenue targets. The RPO represents and promotes Water For People’s programs in communications and fundraising efforts, and provides grant management and business development support. The RPO is critical to the coordination and consolidation of information flows from India country program throughout the rest of the organization.
As a member of the Strategic Accountability and Adaptation team, the RPO understands and champions the organization’s Destination 2030 (D30) Strategy by contributing to monitoring, evaluation, and learning throughout the year. It is important that the RPO is able to demonstrate clear understanding of organizational priorities, mission, vision, values and strategic goals and objectives, as well as trust and teamwork in all aspects of Water For People business. The RPO must model effective teamwork and problem-solving skills and maintain a proactive and positive attitude when faced with challenges.
ESSENTIAL JOB FUNCTIONS & DUTIES:
Facilitate evidence-based programmatic planning in the region
- Support India Country Director and the Program Director with the development of country strategy and implementation plan guided by Destination 2030 vision and strategy
- Support process of updating Multiannual Operational Plan, Biannual Report, and Tracking Spreadsheet templates in coordination with other RPOs and Strategic Accountability and Adaptation team
Promote adaptive management of programs through Monitoring, Evaluation, and Learning (MEL)
- Support MEL by interfacing with the Accountability & Adaptation team for evidence based programming
- Support MEL activities, such as Reflection Sessions, Biannual Narrative Reporting, Sustainable Services Checklist, and Level of Service Monitoring, among others, to help promote adaptation in programming at country level
- Assist Monitoring & Evaluation colleagues to compile, analyze, and track WASH outputs and progress toward strategic objectives for internal and external audiences
- Provide guidance to country programs on integrating equity and inclusion (E&I) considerations into annual monitoring processes and support ad hoc evaluations and E&I validation studies
Execute effective grant management for India country program
- Serve as the main link to Donor Impact (DI) team for all programmatic information needed from India for pitching to donors, answering donor questions, proposals, and grant reports
- Coordinate reviews for all active and prospective grants – Global and in-country – ensuring programmatic accuracy for all proposals and reports
- Participate in Grants/ DI Unit meetings to help identify India’s grant management needs, upcoming proposals/reports, and business development resource needs
Support creation and dissemination of knowledge products to influence the WASH sector
- Collaborate with Knowledge Management team in India to develop content geared towards sector audience and national government as part of national impact pathway strategy
- Support capacity development of India team to produce high-quality products such as documentation of best practices, technical articles, and blogs to raise the profile and influence of Water For People in India
- Facilitate and participate in learning and knowledge exchange opportunities, including trainings, workshops, and webinars
Manage clear communication flows across the organization regarding programmatic information:
- Serve as the central point of contact on Global Team for India country program
- Main link to Donor Impact team from the Global Programs team for all programmatic information needed from India including Marketing & Communications products such as campaigns, human interest stories, and the EF Tracker platform
- Provide programmatic review of various internal communication tools, such as the GP newsletter, Internal Organizational Update messages, Biweekly Standup Meeting and Global Team updates
- In general, provide up-to-date information on programs in India for the organization including:
- Current program progress and challenges
- Status of organizational impact goals, e.g., milestones and scale objectives
- Good understanding of key learning points around analysis, evaluation, and program documentation
- Other duties assigned by Country Director and Senior RPO, including regional programmatic support, communications, and other activities related to managing Water For People’s affiliate relationship with Water For People India

QUALIFICATIONS, KNOWLEDGE & SKILLS REQUIRED:
- Bachelor’s Degree in international development or related field, or equivalent work experience
- Master’s Degree in relevant field preferred
- At least 5 years of progressively responsible experience in related field
- Professional-level proficiency in English, written and spoken is essential
- At least one year of field experience in a developing country is strongly preferred, preferably in India
- Experience with nonprofit business development preferred
- Good “people skills” and situation judgment in dealing effectively with a variety of constituencies, such as staff, donors, volunteers, and representatives of related organizations
- High degree of commitment to programs in international development and effectively coordinating across departments and cultures
- Excellent written and verbal communication skills
- Experience in or familiarity with the water and sanitation fields; with international development organizations and foundations; and with partner organizations
- Flexible and able to meet tight deadlines and function in a high stress environment while maintaining congeniality and professionalism
- Demonstrated experience coordinating and monitoring multiple projects, with the aptitude to problem solve and respond creatively to adjustments to the project approach
- Ability to be a creative thinker, energetic and demonstrate enthusiasm and leadership in this role
- Practical experience in effectively relating to people of all ranks and professions and experience working successfully in multi-cultural environments
- Strong understanding of Microsoft Office programs including Word, Power Point, Outlook, and with emphasis in Excel
PHYSICAL REQUIREMENTS/WORKING CONDITIONS:
- Required to work outside of normal business hours while traveling and when hosting international visitors
- This is a temporary nonexempt position for 3.5 months
- This position is based at Water For People Headquarters in Denver, Colorado and has the option of remote work
- Personal vehicle and driver’s license required and willingness to transport international visitors to and from airport and other destinations during visits

Salary Range: $24.00 – $26.00 per hour
