Primary Purpose
Responsible for overall management of Staffing/Recruiting function and the development and implementation of Workforce Readiness programs. Areas of oversight include full-cycle recruitment and internal talent movement for all levels of employees including represented and non-represented. Responsible for issues related to recruitment and selection, legal compliance (EEO, ADA, Affirmative Action etc.) and adherence to the collective bargaining agreement and immigration issues. Develop, manage and implement workforce readiness programs that will establish a pipeline of qualified, diverse talent for future workforce needs of the company.
Duties and Responsibilities
- Responsible for overall management of Staffing/Recruiting function and the development and implementation of Workforce Readiness programs. Responsible for issues related to recruitment and selection, legal compliance (EEO, ADA, Affirmative Action etc.) and adherence to the collective bargaining agreement and immigration issues. Develop, manage and implement workforce readiness programs that will establish a pipeline of qualified, diverse talent for future workforce needs of the company.
- Oversees Staffing Advisors that support both union and non-union staffing to ensure hiring process is compliant and effective, taking into account hiring manager needs, labor law, OFCCP requirements, collective bargaining agreement and internal processes.
- Provide professional leadership, guidance and direction, coaching, training and motivation to build and maintain a high performing staffing team, increasing recruiting efficiency and quality while decreasing time to fill positions.
- Responds to client requests for job evaluation and coordinates efforts with compensation department. Works closely with the compensation department on individual as well as group basis to determine appropriate pay for new employees as well as transferring or promoting employees. Conduct annual performance review process, salary and ICP planning.
- Counsels managers and employees on employment, assessment and selection issues.
- Collaborates with Operations/Compliance team to ensure administration of applicant tracking system and union related bidding system, i.e., Recruitment Manager (RM) to ensure placement of non-represented hires complies with OFCCP compliance requirements and the Position Opportunity System (POS) to ensure placement of represented employees complies with the Collective Bargaining Agreement (CBA).
- Manages the immigration process, works in tandem with manager, employees and external immigration counsel to ensure proper authorization is maintained for employment.
- Work jointly with the Organizational Effectiveness team on content and administration of New Employee Orientation program
- Performs other duties as assigned (no more than 5% of duties).
Required Qualifications:
- Bachelor’s Degree in in human resources, business, public relations or related field or equivalent experience.
- 8 years progressive Human Resources experience in large organization including knowledge of federal and state labor law.
- 3 years experience with talent acquisition.
- 3 years supervisory experience.
- Must have thorough knowledge and understanding of current California and Federal labor law.
- Must have advanced computer skills, including MS Office, HRIS systems and ATS.
- Demonstrated experience leading teams, influencing outcomes and successful project completions.
- Must have exceptional communication skills, including verbal, written and presentation.
- Must be a skilled negotiator who can liaise between hiring manager and candidate while staying within appropriate terms and conditions guidelines.
- Must be a strong leader while still being a team player with the ability to step in and recruit for management or professional positions.
Preferred Qualifications:
- Master’s Degree in HR, business administration.
- 3 years OFCCP experience.
- Professional HR Certification.
