Located in Clark County, the fastest growing county in the State of Washington, Clark College is the oldest and largest institution of higher education serving 12,000 full and part-time, credit and non-credit students. As a result of new leadership and navigating a global pandemic, the college is in a transformational period and we are seeking a Vice President of Human Resources who can help lead the institution in achieving its goals of improving student success, leading with racial equity and fostering excellence. We are looking for a Vice President of Human Resources who will join us in responding effectively to the challenges posed by COVID-19, a struggling economy, and the impacts of systemic racism. Finally, along with the requisite skills, knowledge and experience in HR, Clark is searching for a confident, collaborative, and thoughtful leader who will be thoroughly committed to our mission of serving students by recruiting, developing and retaining highly qualified employees.

Job Duties and Responsibilities:

The Vice President of Human Resources is a full-time, 12-month administrative position reporting directly to the President. This position is responsible for the overall planning, implementation, and evaluation of the College’s comprehensive human resource programs, including recruitment, compliance, and benefits and leave.  Specifically, the position will:

  • Advise the President, Executive Cabinet, and the Board in areas of policy, contracts and other matters related to Human Resources. Serve as College liaison on legal activities related to human resources.
  • Monitor and facilitate the Board’s process of evaluating the president and maintain evaluation records.
  • Oversee compliance with state and federal regulations regarding discrimination, harassment, and sexual misconduct.
  • Serve as classified staff personnel officer with appointing authority for classified employees; serve as lead negotiator for faculty bargaining, utilizing an interest-based bargaining framework; represent the College at the state level for classified bargaining.
  • Coordinate and represent the College administration in collective bargaining and contract administration. Liaison to state agencies in collective bargaining and related activities. Advise administration, faculty, and staff to ensure compliance with negotiated agreements. Administer and interpret rules, regulations and collective bargaining agreements.
  • Oversee job classification and review for classified employees, and administrative and exempt classification and job descriptions.
  • Responsible for campus wide human resources strategic planning; design, ensure alignment with Human Resources practices and the college’s strategic plan and social equity plan; build effective relationships that enable cultural change, trust and improved climate.
  • Oversee wage and compensation studies for administrative and exempt staff; supervise and monitor the maintenance of employee personnel files and records.
  • Oversee and administer implementation of the College’s Diversity Recruitment and Hiring plan; liaise with Office of Diversity and Equity, other College departments, and outside organizations and associations to achieve plan’s objectives. Provide leadership over recruitment activities for faculty, classified, and administrative positions. Train and work closely with supervisors and screening committees to ensure hiring processes are followed.
  • Represent the College at local, state, regional, and national events and meetings to develop partnerships in support of the College’s Strategic Plan.
  • Administer the preparation of contracts, employment memos, and other employee appointment actions.
  • Oversee employee development and training programs/budget for classified, administrative, and exempt employees.
  • Oversee the performance evaluation processes of classified, administrative, and exempt employees.
  • Provide leadership and oversight over benefit programs, leave programs, unemployment claims and Labor and Industry worker’s compensation claims.
  • Prepare and administer departmental budget.
  • Perform related duties as assigned.

Minimum Qualifications:

  • Five (5) years of administrative leadership experience, with at least three (3) of the five (5) years in Human Resources.
  • Significant and progressive leadership experience in human resources management and administration
  • Professional HR certification (such as: PHR, SPHR, SHRM-CP, SHRM-SCP)
  • Experience managing a broad range of human resource functions including employment, benefits, employee and labor relations, collective bargaining, and organizational training and development in a union environment
  • Demonstrated experience creating, evaluating, and implementing human resource policies, balancing and preparing budgets, leading and managing teams (hiring, developing, supervising and evaluating staff)
  • Demonstrated commitment to supporting and advancing diversity, equity, and inclusion efforts at an organization
  • Master’s Degree from an accredited university preferred

 

Salary: $118,224 – $136,891 annually (starting salary generally does not exceed midpoint of range)
