This position conducts non-case management services under a “Veterans Prevention/Diversion Project” funded by Kaiser Permanente and a Flex Fund from Community Solutions. The Project will serve a minimum of 200 veteran households in the District of Columbia with one-time financial assistance to support housing stability. Eligible veteran households must be residents of the District of Columbia and who would not qualify for SSVF services due to discharge status, income limits, have exceeded SSVF financial assistance limitations, or meet other identified criteria established by the project. The Veteran Prevention Fund Specialist will work collaboratively with the Intake/Outreach team of Friendship Place and receive referrals from DC community partners. They will screen for eligibility using the SSVF Screening Tool and input from the ICH Veterans NOW core team, complete necessary documentation for finance and enter required documentation into HMIS. The Project is a non-renewable grant opportunity that will last from 5/1/2021 – 11/30/2022.

Essential Duties and Responsibilities:

· Daily review of incoming referrals (Email/Smartsheets/Phone) for District of Columbia Veteran households in need of prevention/diversion services to determine eligibility for fund or other community-based services/resources.

· Collection of necessary documentation for determining eligibility and processing fund assistance, including but not limited to: W-9, lease, letters from landlord and/or apartment building or management company, other documentation of housing stability.

· Data entry into screening/referral database tracker

· Completion of all HMIS required data entry within 48-hrs of engagement with eligible veterans.

· Submit check/fund requests and accompanying documentation for Supervisory approval (goal to process funds w/n 3-business days of referral)

· Attendance/Participation at identified CAHP and Veterans NOW meetings to support outreach and referrals with providers.

· Community outreach to District providers to generate referrals and engage community on building systems to identify unstably housed veterans prior to entering homelessness

· Perform all other duties as assigned.



· High School Diploma or equivalent and at least 2-years’ experience in a similar setting preferred.

· A Bachelor’s Degree and at least 1-year experience in a similar setting preferred.

· Proficiency with Microsoft Platform


· Understanding and/or experience working with Veterans.

· Valid driver’s license and ability to operate a motor vehicle.

· Strong written and verbal skills.

· Ability to work in a culturally diverse environment.

· Strong commitment to mission, including racial equity and social justice.

· Ability to work under pressure.

· Ability to work as a team player

Work Conditions:

Administrative, paperwork and meetings with supervisor in the office with some field and remote work.

Physical and Environmental Requirements:

20-Hour/week developed schedule within a 9:00 AM-5:00 PM workday day (M-F)

Background checks:

The project requires that all personnel complete the following background checks: DC MPD Background Check, FBI Fingerprinting, Tuberculosis test, and drug test.

• Compensation: The hiring pay range is between $24.83 – 26.38 hourly.  Depending on the position, the starting hourly pay rate or annual salary is based on a step system.  A candidate’s starting pay determination is made based on meeting the basic position requirements, and current completed education, credentials and/or work experience.  Please Note: The step system is set and not open to pay negotiation.  Before moving forward in the selection process, interested applicants are encouraged to discuss starting pay eligibility with the Human Resources (Talent) Department.
