Job Description

Salary range is $70k to $160k, with a midpoint of $115k.  New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market. 


Under general direction of the Manager of Vertical Conveyances, the Modernization Superintendent is responsible for successfully leading all of the Agency’s elevator and escalator replacement/modernization projects. This role will have the opportunity to successfully lead and coordinate planning, prioritization and oversight of all activities pertaining to the replacement/modernization of all Agency elevators and escalators and subsidiary equipment throughout the organization. This role will have the opportunity to influence and steer project decision making with an effort to maximize the lifecycle of assets within our portfolio, minimize asset down time and interruptions for transit passengers through proper project phasing and sequencing, and ensuring the quality of replacement equipment and installation practices. Serves as a subject matter expert, reviews and quantifies vertical conveyance replacement requirements, including safety concerns, and scope of work necessary to replace equipment and ensures contractor performance, code compliance, scheduling and coordination under associated replacement / modernization contracts. Writes, produces, and interprets various reports and documents needed to inform and update management, key stakeholders, Departments/Offices, and outside agencies on the full scope of elevator and escalator replacement/modernization  activities. Supports Manager of Vertical Conveyances to compile and continuously improve unit objectives, guidelines, KPI’s, procedures, documentation, and resource plan/needs. Additionally, provides highly technical and complex support to the Vertical Conveyance Program.

• Oversees and informs stakeholders on all system-wide vertical conveyance asset replacement, contract requirements, scope, construction phasing and prioritization.

• Performs regular onsite inspections during all phases or elevator and escalator. replacement/modernization to ensure equipment installation adheres to all state code and safety requirements, specifications, schedule and quality.

• Supports the creation of new replacement/modernization scopes of work and procurements.

• Meets regularly with Project Management teams to ensure clear communication on issues or concerns that may affect budget and scheduling.

• Assist in the completion of on-site monthly elevator and escalator inspections at all owned or managed Sound Transit Facilities.

• Identifies and documents deficiencies and coordinates with key stakeholders to ensure correction of findings.

• Assists in the performance of on-site inspections of vendor / maintenance and repair activities.

• Inspects equipment, reviews maintenance documentation, and assists with prioritization of elevator and escalator rehabilitation projects; assesses operational risk and safety concerns; documents critical equipment information and components as requested.

• Supports and participates in all asset management efforts and programs pertaining to the design, installation, operation and lifecycle of Sound Transit elevators or escalators including entering critical equipment information in the Enterprise Asset Management System.

• Supports the facility maintenance plan and ensures overall operational performance and safety of vertical conveyance equipment and associated systems.

• Supports facilities design and construction staff with standards, design guidelines strategies, field validation and compliance, interim maintenance, and start-up plans for new and acquired facilities.

• Participates in design reviews and coordinates solutions for warranty work and latent defects.

• Participates in Agency audits, Environmental Sustainability Management System initiatives, and Safety and Security programs.

• Provides support to department leadership and others on matters as directed; serves as staff on a variety of boards, commissions, and committees; prepares and presents technical reports and other necessary correspondence; attends and participates in professional group meetings; maintains awareness of new trends and developments in the fields related to area of assignment; communicates new developments as appropriate.

• Ensures processes, policies, and practices are interpreted and applied consistently and effectively.

• Ensures accountability and compliance with all current and applicable state and federal laws, Agency policies and procedures rules and regulations.

Education and Experience:

Bachelor’s Degree and five years of relevant experience; OR an equivalent combination of education and experience.

• Operational characteristics, services, technical practices, and activities pertaining to Vertical Transportation.

• Transit industry practices and the transit customer experience.

• Managing contractor performance.

• Construction budgeting, phasing and scheduling.

• Operational characteristics, system types, services and activities of a comprehensive elevator and escalator asset replacement program.

• Technical understanding of elevator and escalator repair, maintenance and modernization/replacement.

• Methods and techniques of implementing modernization/replacement programs for elevators and escalators.

• Principles and procedures of record keeping for vertical conveyances.

• Occupational hazards and standard safety practices.

• Pertinent federal, state and local laws, codes, regulations and safety standards.

• Techniques to work effectively under pressure, meet deadlines, and adjust to changing priorities.

• Detailed report preparation, data documentation and reporting.

• Current office procedures, methods and equipment including computers and computer applications such as word processing, spreadsheets, and statistical databases.

• Diagnostics and analysis of vertical conveyance systems, interpreting technical diagrams, and specification of equipment to meet operational and industry standards.

• Interpreting and applying applicable federal, state, and local policies, laws, and regulations.

• Preparing verbal and written reports / documentation.

• Establishing and maintaining effective working relationships with other agency staff, management, vendors, outside agencies, community groups, and the general public.

• Interpreting and administering policies and procedures sufficient to administer, discuss, resolve, and explain them to staff and  other constituencies.

• Supports responses to sensitive community and organizational issues, concerns, and needs.

• Critical problem solving.

• Contributes too researching, analyzing, and evaluating new service delivery methods and techniques.

• Utilizing personal computer software programs affecting assigned work and in compiling and preparing spreadsheets and reports.

Physical Demands / Work Environment: 

• Work is performed in a standard office environment, active construction sites railroad guideways, tunnels, and active railroad facilities.

• Subject to standing, walking, bending, reaching, stooping, and lifting of objects up to 25 pounds; may occasionally be exposed to dangerous machinery, extreme weather conditions, physical harm, hazardous chemicals, infectious disease, and extreme noise when conducting site visits and working in the field.

• Work may require occasional after hours availability.
