Primary Purpose:
Serve as primary client contact for strategic staffing issues, products and services. Provide guidance, counsel and policy interpretation on complex staffing issues. Work collaboratively with clients to identify workforce/staffing issues and to meet clients’ internal and external workforce needs in a timely manner.

Duties and Responsibilities:

  • Partner with clients to develop strategy to fill job vacancies and meet clients’ staffing needs while ensuring client adheres to Equal Employment Opportunity (EEO)/Affirmative Action, labor and other employment laws. Advise clients on any staffing issues and compensation offers, and provide guidance and interpretation on Human Resources Staffing policies and procedures. Analyze the company’s Affirmative Action Plan (AAP) and provide guidance and counsel in achieving affirmative action goals to ensure compliance with state and federal laws. Review workforce reports for significant deviations from plans and collaborate with clients and management to communicate deviations and recommend appropriate course of action. Counsel management on union contract issues related to staffing to ensure minimal risk to company by reducing costly arbitration/grievance proceedings. Analyze, interpret and administer policies for employee placement situations, as defined, and/or as not expressly defined in the Union Agreement.
  • Perform project management duties for Human Resources (HR) Staffing issues and projects, i.e., special training, general rate case, etc. Act as liaison to company vendors to ensure acceptable level of service is provided and contractual agreements are honored.
  • Responsible for administering the college recruitment program for the company. Identify requisite curriculum, skills, competencies. Identify target educational institutions with appropriate student population and curriculum. Establish rapport with college officials and guidance counselors to provide a free-flow of information. Ensure appropriate level of branding. Ensure program is effective and yields best hires.
  • Supervise, plan, direct, coordinate and review the work plans for assigned HR employees and administer their performance appraisal process. Ensure appropriate training and development opportunities are addressed and met. Meet with staff to identify and resolve problems.
  • Perform other duties as assigned (no more than 5% of duties).
Qualifications

Required Qualifications:

  • Bachelor’s Degree Human Resources, related field or equivalent training and experience.
  • 5 years – Professional level Human Resource capacity.
  • Possesses an intimate knowledge of all steps in the full life cycle of recruiting.
  • Analytical Skills – must have strong analytical, problem solving and judgment skills.
  • Organization Skills – must be proficient at managing multiple priorities and accomplishing simultaneous demands in a high-pressure environment.
  • Knowledge of Applicant Tracking Systems, HRIS and demonstrated ability to learn new systems quickly.
  • Must have excellent computer skills especially in Microsoft Office programs.
  • Strong written and communication skills. Requires tact, diplomacy and excellent oral and written communication skills.
  • Ability to maintain strict confidentiality regarding applicant and employee information.
  • Must reside in Southern California or be willing to relocate upon hire.
  • We offer a hybrid work environment. Although the schedule may vary, typically this will allow you to work from the office two to three days per week and work remotely on the remaining workdays.
