Primary Purpose:
Works as part of a group of highly-trained and experienced experts that provide analytical support and direction to all areas of Sempra Energy and its business units with regard to electric rate design, cost allocation, balancing accounts, revenue requirements, rate adjustment mechanisms, performance—based ratemaking, industry restructuring, stranded cost recovery and other rate and regulatory-related issues. Provides leadership and analytical expertise for internal analyses and strategy development. Provides expert testimony in regulatory proceedings before the CPUC, the CEC and other regulatory agencies.

Duties and Responsibilities:

  • Provides testimony as an expert witness on issues related to rate design, cost allocation, marginal costs, revenue recovery mechanisms and other rate-related concepts in gas and electric proceedings and assessing customer implications of those proposals. As the Company’s expert witness on these issues, takes lead responsibility for representing the Company’s position on matters of financial interest.
  • Provides analytical expertise on costing and pricing issues and the customer implication in various state and federal regulatory proceedings, developing recommendations and options for senior management and documenting the analysis through testimony, exhibits and work papers that demonstrate support for Sempra Energy’s strategic goals and objectives.
  • Provides analytical support to various areas (e.g., Business Units, Case Management and Legal) in the development of testimony, discovery responses, cross-examination of witnesses, lobbying and negotiation positions and settlement agreements, including customer bill impacts in support of legislative, media and customer services.
  • Maintains complex costing, pricing and forecasting models and databases, updating as necessary to reflect regulatory and industry changes and evaluating customer implications of those changes.
  • Supports the development of management recommendations concerning Sempra Energy’s regulatory policies and pricing strategies to maximize both shareholder and customer value.
  • Meets regulatory reporting requirements and presents findings and recommendations to management through reports, presentations, or other direct communications.
  • Performs other duties as assigned (no more than 5% of duties).

Required Qualifications:

  • Bachelor’s Degree Requires a bachelor’s degree in economics, business, engineering, accounting, mathematics, statistics or a related field or an equivalent combination of education, training and experience.
  • Requires 5 to 7 years of previous experience in a related field.
  • Strong verbal and written communication skills
  • Strong analytical and conceptual skills overall and the ability to creatively solve new problems.
  • Works well individually and with others as part of a self-motivated, collegial team environment.
  • Ability to manage high level projects and coordinate projects with other departments.
  • Advanced experience with Excel.
  • Must reside in Southern California or be willing to relocate upon hire.
  • We offer a hybrid work environment. Although the schedule may vary, typically this will allow you to work from the office two to three days per week and work remotely on the remaining workdays.

Preferred Qualifications:

  • A graduate degree in a related field or equivalent work-related experience is desirable.
  • Understanding of the key regulatory, legislative, and competitive issues facing San Diego Gas & Electric and its business units is desirable.
  • Working knowledge of rate design, utility and regulatory economics, and electricity supply and demand, utility cost structure, marginal and embedded costs, utility cost accounting and regulatory accounting requirements is desirable.
  • Knowledge of CPUC and FERC regulations and policies regarding rate design, cost allocation, marginal cost, service and rate unbundling and other rate and regulatory-related and often evolving issues is desirable.
  • Experience with the development and use of complex mathematical modeling, forecasting, and advanced statistical techniques desired.
