Full-Time Senior Training and Technical Assistance Specialist

Job Description

ICF seeks professionals with experience working on victim service assistance issues in American Indian/Alaska Native (AI/AN) communities. Individuals must demonstrate a knowledge of national trends and initiatives, cultural sensitivity, effective program and project implementation, and current research on evidence-based practices and programs. This opportunity will allow specialists to support the Department of Justice’s, Office for Victims of Crime (OVC) in their continued commitment to provide relevant resource and tools to provide support to Alaska Native communities. This position will perform a range of analytical, writing, problem-solving and related work in support of training and technical assistance (TTA) activities. TTA support includes responding to field requests for technical assistance, working with the team to develop resources and training materials, and evaluating curricula and training. Travel may be required.

Key Responsibilities

  • Responding to training and technical assistance requests to better respond to the needs of AI/AN communities
  • Performing analysis and evaluation of financial and grant management tools and resources used by AI/AN grantees
  • Supporting the Project Director and other team members in conducting needs assessments and evaluations of curricula and financial management training materials.
  • Using a team approach, deliver individualized TA and provide resources to assist grantees as they manage the financial responsibilities of their Federal grants. This could include linkages to the Department of Justice Financial Guide, the OMB’s Uniform Administrative Requirements (2 CFR 200), and other financial management resources.
  • Providing logistical and content support for trainings, conferences, trainings, focus groups and other meetings as needed
  • Supporting development and delivery of webinars as needed
  • Supporting data analysis and report writing
  • Performing other related duties as assigned

The work may require collaboration with a variety of client and project points of contact. The candidate must plan and carry out concurrent activities that will ensure a timely and orderly provision of TTA, and must display decisiveness, diplomacy and sound judgment in resolving difficult problems in work assignments, which are often of a complex and sensitive nature. The candidate must be able to multi-task, and display sensitivity to the confidential nature of federal client work and of the communications between ICF and clients.

Project Specialists are considered key project personnel and must be approved by OVC.

Basic Qualifications

  • Bachelor’s degree in Social Services, Public Health, Criminal Justice, or related discipline
  • Strong understanding of grant financial management and the unique challenges and TTA needs of Alaska Native communities.
  • 5+ years previous work experience in the following areas: Conducting TTA activities with demonstrated cultural sensitivity; Working on victim assistance issues in AI/AN communities; Tailoring training materials to adult learning styles; Experience working with Federal agencies in a consulting/contractor role.

Preferred Skills

  • Master’s degree in social work, sociology, or related social sciences field.
  • Based in Alaska is preferred.
  • Demonstrated ability to conduct needs assessments and develop individualized plans for delivery of services based on needs assessment.
  • Knowledge of components of the Office of Justice Programs.
  • Strong proofreading skills with careful attention to detail
  • Knowledge of the general nature of the victim services and victims’ rights field
  • Experience with remote and web-based learning
  • Experience with meeting and conference logistics
  • Experience analyzing quantitative and qualitative data
  • Familiarity with working in a corporate culture.
  • Experience with design software (Adobe)
  • Ability to create and manage timelines, and collaborate with other teams to complete a project deliverable
  • Understanding of the pace and expectation of working in a client-service oriented environment and familiarity with government structure and government agencies
  • Proficiency with MS Office Applications: Word, PowerPoint, Outlook, Excel
