Under general direction, the Senior Project Manager position is responsible for project management of TOD program projects with a focus on real estate development planning and implementation; maintains continuous evaluation of internal TOD practices to ensure consistency with agency best practices and integration of the TOD policy into the Agency’s project development timeline and surplus disposition practices; conducts and reviews market assessments for various properties within the TOD portfolio and as a part of property acquisition planning as needed; negotiates real estate development deals; participates in regional outreach and TOD educational efforts to raise the awareness of TOD in the region; supports transit corridor studies through participation in station area planning and corridor land use planning efforts focusing on strategic real estate development opportunities; assists in executing and monitoring developer work progress consistent with Agency developer agreements.


The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

• Provides project management of Transit Oriented Development (TOD) program projects focusing on real estate development planning and implementation.

• Shares and collaborates knowledge and implementation strategies in TOD with partner agencies and host jurisdictions working with TOD in partnership with Sound Transit.

• Works across Agency departments to implement the TOD policy and TOD Strategic Plan including: coordinating with the Design, Engineering, and Construction Management department to identify properties for acquisition, lead needed pre-development work, and perform transition planning for each property identified for the TOD portfolio as it is handed over to the TOD department for redevelopment, and working with Communications and Government and Community Relations to plan and implement community engagement around TOD outcomes

• Identifies and implements development opportunities on Agency surplus property and plan for development on future sites identified for TOD.

• Assists in identifying, planning, and organizing staff and consultant resources and approach for TOD Program implementation activities, with an emphasis on Agency surplus real property development.

• Serves as an agency representative negotiating real estate development agreements and transactions on Agency owned parcels when and where applicable.

• Supports and coordinates essential program management activities for assigned TOD projects, including management of scope, quality, schedule, costs, personnel, consultants/contractors, contract documents, and communications; and oversees contractors and assures contract compliance on assigned projects.

• Provides support to the Division/Department on matters as directed; serves as staff on a variety of committees; prepares and presents reports and other necessary correspondence as needed; attends and participates in professional group meetings; maintains awareness of new trends and developments in the fields related to area of assignment; incorporates new developments as appropriate; ensures processes, policies, and practices are interpreted and applied consistently and effectively; ensures accountability and compliance with all current and applicable state and federal laws, Agency policies and procedures, rules and regulations.

Education and Experience:

Bachelor’s Degree in urban planning, public administration, engineering – public infrastructure emphasis, business administration with concentration in real estate, or closely related field and four years of experience in supporting or coordinating public real estate activities, capital project development, commercial or multi-family housing real estate development, commercial real estate brokerage activities, community development, brownfields redevelopment, building construction, affordable housing, or public/private finance experience; OR an equivalent combination of education and experience.

Required Licenses or Certifications:  

Valid state driver’s license.

• Establishing and maintaining effective working and collaborative relationships with other department staff, management, vendors, outside agencies, community groups, and the general public.

• Interpreting and administering policies and procedures sufficient to administer, discuss, resolve, and explain them to staff and other constituencies.

• Overseeing, coordinating, and managing the services and activities of transit oriented and joint development real estate projects.

• Supporting large, complex projects and making decisions in fast-paced, difficult environments.

• Preparing and analyzing complex data and comprehensive reports.

• Maintaining confidentiality and communicating with tact and diplomacy.

• Responding to inquiries and in effective oral and written communication.

• Researching, analyzing, and evaluating new service delivery methods and techniques.

• Applying project management techniques and principles.

• Monitoring and/or coordinating program/project operating budgets, costs, and schedules.

Physical Demands / Work Environment:  

• Work is performed in a standard office environment.

• Subject to standing, walking, bending, reaching, stooping, and lifting of objects up to 25 pounds.
