Full-Time Senior Program Associate- Global Technology Programs

Job Description

Internews’ Global Technology Program (GTP) advances the digital safety of human rights defenders, civil society members and journalists, and advocates for digital rights and protections for the world’s most vulnerable populations. From funding local internet rights advocacy initiatives and open-source technology development, to designing cutting-edge approaches to organizational security, GTP focus on local and regional needs, and connects them at the global level to demand an inclusive, safe, and open web. In addition, GTP provides technological support to media outlets and human rights defenders, and pilots cutting-edge approaches to analyzing and researching closing civic space.

Under the supervision of the Senior Program Officer of Digital Safety, the Senior Program Associate provides administrative and programmatic support for digital safety projects. This includes managing subgrant and contract administration, leading on the writing of regular project reports, liaising with project partners, and supporting project events and the development of programmatic outputs.



Internews has US offices in Arcata, CA and Washington, DC which support a hybrid workforce with staff working remotely, fully in-office or partially remote. Ultimately this position may work remotely from the US, partially remote from one of our office locations, or fully in-office for candidates based in the DC or Arcata, CA areas.

DAY-TO-DAY TASKS will include:


Project Management & Administration

  • Assist with project oversight, including financial tracking, monitoring progress towards program deliverables and ensuring program implementation complies with funder requirements and Internews’ policies and procedures;
  • Provide direct oversight for short-term and/or smaller scale projects or components of larger projects;
  • Lead day-to-day communication with international and local partner organizations on implementation and reporting;
  • Manage the administration of all project grants including review of prospective applications, budget negotiations, payments and partner reporting;
  • Lead the implementation of personal service contracts and service contracts, including initial drafts of scopes of work, payments, and consultant reporting (as required);
  • Guide and/or ensure the preparation of invoices, wire transfer requests, expense reimbursements, and complete monthly credit card reconciliation;
  • Support events and partner meetings, including developing agendas, travel logistics, and co-facilitation;
  • Lead the writing and compiling of program reporting and monitoring and evaluation, including quarterly reports and other project-related reports for GTP. This includes ongoing tracking of metrics for monitoring and evaluation;
  • Assist the team with proposal development as needed (including initial build of budgets and budget narratives in coordination with the GTP Business Operations Team) and contribute ideas for potential future proposal development.


Organizational Services & Learning

  • Communicate regularly with the GTP Business Operations Team and headquarters’ Accounting and Administration teams to ensure financial compliance;
  • Assist with the onboarding of new team members, particularly staff requiring training in basic administrative tasks;
  • Support team knowledge sharing and administration, as needed.



  • Regularly produce comms materials to include blog posts shared internally and externally;
  • Publish relevant project documentation and resources on the GTP page of the Internews website;
  • Represent GTP and Internews at external events and conferences on request;
  • In all duties, an understanding of and demonstrated commitment to upholding Internews’ Core Values.





  • 2-4 years programmatic experience development or related experience;
  • Proven ability to prioritize and handle multiple on-going assignments;
  • Superior analytical, writing, and presentations skills;
  • Experience with proposal development processes;
  • Experience with financial management and familiarity with US Government rules and regulations;
  • Experience managing complex travel arrangements;
  • Experience preparing expense reports and budgets;
  • Proven organization skills, with exceptional attention to detail;
  • Proven ability to multi-task and prioritize a shifting workload;
  • Proven ability to operate effectively in a multicultural environment;
  • Strong English language proficiency required.

  • Relevant university degree;
  • Experience with event planning and/or arranging logistics for project implementation abroad;
  • Familiarity with open-source privacy, censorship circumvention and anonymity tools (such as Signal, VPNs, and Tor);
  • Regional languages (such as French, Spanish, Arabic, or Russian) preferred.
