Job Description

GENERAL PURPOSE:  

Under general direction, is responsible for the systems administration of the day-to-day payroll operations and accuracy of the payroll system to deliver the company’s bi-weekly payroll. Provides analytical expertise and technical transactional analysis for the payroll system and acts as a resource to employees. Provides analysis support on Payroll projects involving systems; assists in creating efficiencies through automating and streamlining processes; assists in related communications at all levels of the organization; serve as a technical resource to managers and to other Payroll, IT, and Human Resources staff. Provides support with design, development, implementation, administration and on-going analysis of effectiveness of payroll programs.

ESSENTIAL FUNCTIONS:

The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

• Develops, monitors and maintains business analysis in support of divisional activities. Responds to management requests for data or data analysis available through the enterprise system and other sources as assigned. Serves as a subject matter expert to systems users for assigned systems.

• Serves as a subject matter expert on all Payroll technology projects/assignments; leads, coordinates, and provides direction and guidance for staff, consultants, and partners with IT and HR staff.

• Assists in the troubleshooting and testing of payroll and other assigned systems and applications; develops test data and scripts; develops and updates documentation for technical manuals, system specifications and requirements, test scripts, and training manuals.

• Acts as a resource for users within Sound Transit for the creation of reports.

• Monitors performance of assigned systems and identifies issues and concerns, exercising judgement as to appropriate escalation and resolution with IT or vendor escalation; responds to end-user issues and resolves issues within assigned responsibilities.

• Oversees maintenance, modification, audit and clean-up of assigned systems. Creates documentations on the usage and customized features of the systems.  Ensures security of the different systems and meets with external auditors as necessary.

• Develops and maintains standard operating procedures and process flows, analytic and project status reports, analyzing and troubleshooting data integrity issues, generating reports and coordinating system changes and problem investigation/resolution.

• Provides support to the division on matters as directed; serves as staff on a variety of committees; maintains awareness of new trends and developments in the fields related to area of assignment; ensures Finance processes, policies and practices are interpreted and applied consistently and effectively; ensures accountability and compliance with all current and applicable state and federal laws, Agency policies and procedures, rules and regulations.

• Coordinates and participates in a variety of other accounting projects and services and may serve on various committees as assigned; maintains awareness of federal, state and local regulations and impact of changes on the Agency; may work on or have lead on special projects or participate as member of other teams.

• It is the responsibility of all employees to follow the Agency safety rules, regulations, and procedures pertaining to their assigned duties and responsibilities, which could include systems, operations, and/or other employees.

• Research payroll and benefit general ledger accounts for outstanding balances and variances with the ability to create appropriate journal entries or work directly with human resources and/or vendor to obtain any refunds owed to the Agency.

MINIMUM QUALIFICATIONS:

Education and Experience:

Bachelors degree in Finance, Accounting, Systems Administration, or related field and four years of experience as a Certified Payroll Professional, Analyst or Administrator of payroll systems; OR a combination of education and experience.

Preferred Licenses or Certifications:  

• Certified Payroll Professional.

Required Knowledge and Skills:

• Demonstrated experience consulting and solving Payroll business problems.

• Strong analytical and quantitative, organizational, and multi-tasking skills in a challenging, fast-paced, results-oriented environment.

• Strong verbal and written communication.

• Accrual accounting/GAAP

• Project management techniques and principles.

• Analytical strengths, attention to detail and ability to problem solve are required.

• Must have strong communication and presentation skills as well as the ability to establish rapport and relate to staff at all levels of the organization.

• High customer services skills, shown through the ability to use judgment in balancing the needs of the customer while considering the policies and procedures of the company.

• Ability to work in a culturally diverse environment.

• Responding to inquiries, both oral and written communication.

Preferred Knowledge and Skills:

• Experience with Ultimate Kronos Group HR/Payroll Solution (UltiPro/UKGPro)

• Experience with JD Edwards or other enterprise system.

• Experience working on system implementations and conversions.

• Experience with federal, state, local statutory and worker’s compensation payroll audits

• Payroll experiences and knowledgeable of Washington state wage and hourly laws

• Experience in a lead role or supervisory experience

• Experience with business intelligence reporting system.

• Experience in public accounting

• Experience with Concur.

• Attends and participates in professional group meetings; stays abreast of new trends and innovations in the human resources field.

Physical Demands / Work Environment:  

• Work is performed in a standard office environment.

• Subject to standing, walking, bending, reaching, stooping, and lifting of objects up to 25 pounds.
