The Senior Development Technician performs difficult para-professional and technical work in the issuance of development and building permits and other development and recordkeeping functions. Work includes extensive public contact in dealing with the general public, contractors, design professionals, homeowners, and other Town staff.

Work is performed under the regular supervision of the Development Technician Supervisor with minimal supervision and requires the ability to exercise independent judgment.

TYPICAL TASKS:

  • Perform the more complex plan submittals and permitting; serves as the first point of contact for more challenging plan submittals and inquiries;
  • Provide lead direction to permitting staff when reviewing building and construction applications, plans and permit requests, ensuring compliance with codes and ordinances;
  • Serves as a lead to the development technicians, which includes organizing and prioritizing staff duties, delegating assignments to staff, and assisting with training and monitoring the quality and efficiency of operational activities;
  • Serves as a resource to the public and to outside agencies and organizations by responding to requests for information and providing assistance regarding Town applications, policies and procedures;
  • Responds to general development and building permit related inquiries; works directly with applicants and their representatives; informs them of procedural requirements, addresses issues related to applications, and shares staff comments and recommendations;
  • Reviews submittals of construction plans, specifications, design drawings, and other supporting documentation for completeness, and conformance with the North Carolina State Building Code and the North Carolina Administrative Code;
  • Processes commercial, residential, irrigation, and development permits;
  • Coordinates preliminary review of various development applications, building permits, and utility applications; applies applicable policies and procedures in determining completeness and acceptability; researches address history to ensure no outstanding permits, refers to appropriate staff for review, tracks plan review and application status;
  • Calculates appropriate development fees, (including meter fees, water, sewer, and transportation development fees, Town of Morrisville fees, and Wake County fees) by applying current fee schedule to submitted plans; works with appropriate staff to resolve discrepancies;
  • Answers incoming phone calls; assists citizens and contractors on phone, in person, and via e-mail to explain fee schedules and policies; Verifies contractors’ licenses with State Licensing Board and processes Change of Contractor requests;
  • Creates active files for permits, ensures all documents particular to that file such as encroachment agreements, impervious surface statement, certificate of compliance for erosion control, credit certificates, etc., are included;
  • Makes final determination for completion of review and authorizes permit issuance; prepares approval letters for all development plans; notifies property owner, applicant, and other stakeholders; Issues Certificate of Occupancy/Certificate of Completeness – checks to make sure all fees have been paid, all inspections complete and survey matches approved plot plan before issuing;
  • Assists and participates in the preparation of periodic, special, and other reports that present data, identify alternatives; and make and justify recommendations;
  • Assists staff and the development community with research and analysis of issues pertaining to zoning and development; conducts research, compiles, and reviews information from various sources on specialized topics;
  • Verifies statistical and other reports for accuracy and completeness;
  • Recommends continuous process improvements to better serve the Town as well as the development and permit community;
  • Maintains and files control records, often requiring procedural determinations in accordance with the records retention policy;
  • Assists with the completion of standardized records, documents, or applications; updates forms and applications, provides responsible technical and administrative support;
  • Conducts quality control and consistency reviews of permits and for offset credit vouchers – transportation development fees, water, & sewer vouchers for new homes and commercial properties;
  • Enters new Transportation, Water and Sewer Agreements made by the Water Resources Department onto the correct spreadsheet;
  • Performs other job-related tasks as required.

KNOWLEDGE, SKILLS AND ABILITIES:

Thorough knowledge of land development, zoning, and building permit processes, as well as computer use in automated information processing; thorough knowledge of standard office methods and procedures, business English, spelling and commercial arithmetic; considerable knowledge of departmental programs, policies, and procedures; considerable knowledge of State requirements for building permit issuance; ability to read and interpret Town of Cary Ordinances, ability to read and interpret building plans, ability to perform a considerable volume of detailed records work; ability to establish and maintain effective working relationships with associates, subordinates, and the public.

MINIMUM AND PREFERRED QUALIFICATIONS:

EDUCATION AND EXPERIENCE:
Requires any combination of education or experience equivalent to an associate’s degree in office administration, business administration, or a closely related field and considerable experience in general clerical work involving contact with the public.

Candidate must possess North Carolina Law and Administration Certification or have the ability to obtain with 6 months of employment. Special consideration would be given to candidates that possess Standard Building Level 1 Certification.

PHYSICAL REQUIREMENTS:
Work is generally sedentary, although movement about the office to retrieve files or to consult with other employees or the public is necessary. Employee must be able to hear and talk in order to communicate with other employees and the general public. Visual acuity is necessary to read and write typewritten and handwritten. materials, view a computer screen, and review maps and drawings.

SPECIAL REQUIREMENTS:
Requires drug testing and background check (which may include criminal check, education verification and credit history review) prior to employment.
