Full-Time Senior Business System Analyst – ORCA – $85K-$125K – SENIO01958

Job Description

Salary Range: 85,000.00 to 125,000.00


The ideal candidate develops processes, plans, and policies thorough the analysis of business problems, technical system capabilities, and ORCA agency needs.  In partnership with business and technical teams, propose innovative solutions that deliver value, quality, and best-in-class end-user experience.  Perform Change Management administration functions.  Create reports through the collection and careful review of stakeholder reporting requirements in order to enable intelligent decision-making. Optimize business outcomes by analyzing systems, processes, and tool key performance indicators to produce strategic recommendations.  Develop and facilitate staff training as required.  Develop subject matter expertise in the next generation ORCA fare payment system. Collaborate with ORCA partner agencies, the ROOT (Regional ORCA Operations Team), regional and external suppliers, as well as other entities as required.


The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

• Collaborate directly with appropriate ORCA partner agency staff to understand their business needs as it relates to implementation and operation of next gen ORCA.

• Facilitate regional multi-agency/multi-vendor workshops and committees, building trust and coordinating across many stakeholder groups.

• Reconcile information received from multiple sources and create detailed requirements that meet regional ORCA needs.

• Compare the present state of the business with a conceptual and desired future state, evaluate interdependencies, and provide gap analysis.

• Collect and analyze data; create reports and analytical tools.

• Understand complex topics and translate them into processes, policies, diagrams (context, workflow, activity, etc.), and documentation using standard tools (i.e. Word, Visio, Excel, etc.).

• Collaborate with technical staff, vendors, and other staff to understand technical solutions to business issues as well as associated potential downstream impacts; present data-based recommendations and proposals to a variety of audiences.

• Translate technical information into concepts that can be easily shared and understood by non-technical staff.

• Transform client needs into well-defined business requirements; collaborate with the technical teams to create functional design requirements.

• Develop training materials and train staff; proactively assist with the identification of training and development requirements.

• Develop and coordinate transition plans in conjunction with agencies, vendor, and the ROOT’s Regional Program Team

• Create and maintain documentation as required for both IT and procurement processes.

• Manage the complex migration of business customer accounts to next gen ORCA.

• Identify areas of concern or opportunity for improvement through evaluation of existing and/or creation of new key performance indicators.

• Participate in continuous process improvement projects to develop efficient business processes and workflows; ensure proper implementation of improved processes.

• Participate in the creation of disaster recovery and business continuity plans.

• Perform root cause analysis of issues, as well as document/track mitigation actions, in conjunction with technical staff and vendors.

• Provide support to the department on matters as directed; attend and participate in professional group meetings; maintain awareness of new trends and developments related to fare collection systems and public transit; incorporate new developments as appropriate; ensure processes, policies, and practices are interpreted and applied consistently and effectively; ensure accountability and compliance with all current and applicable state and federal laws, Agency policies and procedures, rules and regulations.

Education and Experience:

Bachelor’s Degree and 4 years of experience in business systems analysis which includes documenting requirements, process flows, and analysis of reports; OR an equivalent combination of education and experience.

Required Licenses or Certifications:


Required Knowledge and Skills:

• Principles and best practices of Business Analysis.

• Process definition and improvement methods and techniques.

• Business process documentation

• Functional understanding of databases and how to utilize them for reporting.

• Project management techniques and principles, including quality assessment and assurance.

• Operational characteristics of a variety of complex systems, applications, hardware, software, and peripheral equipment, including enterprise-wide systems.

• Computer applications such as word processing, spreadsheets, and statistical databases.

• Establishing and maintaining effective working relationships with other department staff, management, vendors, outside agencies, community groups, and the general public.

• Interpreting and administering policies and procedures sufficient to administer, discuss, resolve, and share them with staff and other constituencies.

• Understanding, interpreting, and communicating business requirements.

• Performing business process analysis, including critical review of KPIs, reports, defects, gaps, risks, and associated systems/tools.

• Evaluating, troubleshooting, and documenting technical system performance issues.

• Planning, implementing, completing, and sharing reports on progress, reviews, and end results.

• Developing written process/policy documentation, including flowcharts, definitions, as well as roles and responsibilities.

• Training staff on processes, policies, systems and tools.

• Using professional and/or technical concepts to perform assigned duties and solve problems.

• Managing multiple tasks, setting goals, and re-prioritizing work to meet changing deadlines and priorities.

• Responding to inquiries with effective oral and written communication.

• Supporting requirements in multi-stakeholder environments.

Preferred Knowledge and Skills: 

• Data management and business intelligence.

• SharePoint online best practices.

• Pre-release or production use test cases, scripting, and automation.

• Fare system tool testing, including usability, integration, functional unit or other.

• Creating Microsoft Power BI dashboards and reports.

• Experience in creating SharePoint online lists and libraries and configuring pages/web parts.

• Experience working in the public or government sectors and fare collection systems.

Physical Demands / Work Environment:  

• Work is performed in a standard office environment.

• Subject to standing, walking, bending, reaching, stooping, and lifting of objects up to 25 pounds.
