Secretary – Police

Provides secretarial and clerical support to the Captains of the Administrative Bureau and Operations Bureau. Performs varied clerical work of moderate difficulty, including operations that require the exercise of judgment based upon knowledge gained through experience. Work decisions are made in accordance with established precedents and departmental policies.

ESSENTIAL DUTIES AND RESPONSIBILITIES

The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
• Assist with personnel processes (35%) Assist Administrative Captain with hiring, promotional and special team selection processes to include tracking applications, scheduling appointments, processing pictures and name tags, setting up necessary equipment, entering scores into spreadsheets, creating reports and following up with candidates. Prepare draft copies of background summaries for applicants being considered for hire. Assist with maintaining confidential personnel files. Attend meetings of the Awards Committee, take minutes, draft award letters, and assist with preparing the annual Awards Banquet.
• Use personal computer and a variety of office software applications, including word processing, email and file management (30%) Assist with compiling and uploading required documentation for accreditation proofs. Prepare meeting agendas and supporting materials. Prepare and distribute minutes to appropriate staff members. Compose, type and edit correspondence, reports, memoranda and other material requiring judgment as to content, accuracy and completeness. Prepare mail labels. Proofread documents including letters, memos, reports, and various other documentation per instructions, or as drafted on computer. Operate office machines as required.
• Assist customers and other City personnel by phone, in person or through electronic media, including email (25%) Assist with processing city license applications and scheduling related appointments. Answer telephones, provide information, screen calls, transfer inquiries to the appropriate division or area, and record/relay messages for staff. Direct citizen complaints to the Professional Standards Division, maintain paper and electronic files, collect and record data as appropriate
• General office support (7%) Send and receive paperwork to/from other departments and route to the appropriate staff. Make appointments and update calendars. Maintain records and filing. Process incoming and outgoing mail as needed. Attend meetings and work with management staff in support of activities and services provided by the Department.
• Perform special projects and other related duties as assigned (3%)

REQUIRED MINIMUM QUALIFICATIONS

Education and Experience:
• Graduation from a high school or GED program with specialized course work in general office practices such as typing, general computer applications and filing.
• Two (2) years of increasingly responsible related experience.
• Possess and maintain a valid Driver’s License.

• Basic computer skills working with Microsoft Word, Excel, and Outlook.
• Good verbal and written communication skills.
• Ability to multitask and prioritize.
• Well-developed interpersonal skills.
• Ability to work as a team with other staff members.
• Strong organizational skills.
• Ability to solve problems.
• Ability to operate various office machines.
• Ability to work under pressure with frequent interruptions.

Personal computer, copy and fax machine, phone with voice mail, calculator and various printers.

PHYSICAL DEMANDS

While performing the duties of this job, the employee is frequently required to walk, sit and talk or hear. The employee is frequently required to use hands to handle or operate objects, tools or controls; and reach with hands and arms. The employee is occasionally required to climb or balance; stoop, kneel, or crouch.

The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, color vision, and the ability to adjust focus.

WORK ENVIRONMENT

The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job.

The noise level in the work environment may vary from quiet to moderately loud. The work may be indoors and minimal outdoors walking between the Oshkosh Police Department and City Hall, exposed to weather conditions typical of Wisconsin.
