Primary Purpose:

Develops regulatory policy positions, strategies and analysis that support the company’s business vision, policy and objectives. In cooperation and consultation with the company’s various business unit leaders and subject matter experts, crafts compelling policy argument in support of the company’s regulatory and legislative activities. Prepares strategic analysis and policy position papers. Supports expert testimony in regulatory proceedings and provides recommendations and policy support to senior management.

 

 

Duties and Responsibilities:

  • Strategic Analysis and Input — Prepares strategic analysis and policy position papers. Provides recommendations and policy input to senior management. Maintains a high level of knowledge regarding industry issues, developments, and trends. Works with state and federal governmental affairs departments to assess legislation and develop company positions.
  • Policy and Strategy — Develops regulatory policy positions and strategies that support the company’s business vision, policy and objectives. In coordination with the company’s various business units and subject matter experts, crafts compelling policy and argument in support of the company’s regulatory and legislative activities. Sponsors expert policy testimony in regulatory and legislative proceedings.
  • Testimony Support — Assists in the development and drafting of policy testimony, comments and other communications, including the provision of support to officer level witnesses in key regulatory proceedings.
  • Stakeholder Relations — Maintains positive relations with key industry thought leaders, policy makers, regulatory agency staff, external stakeholders, and other utilities to collaborate on policy positions, develop coalitions, foster open communications, build trust, improve our reputation, and achieve high quality outcomes. Participates in and presents at industry conferences and other public events.
  • Performs other duties as assigned (no more than 5% of duties).
Qualifications

Required Qualifications:

  • Bachelor’s Degree in business, economics, finance, political science, public administration, related field or equivalent training and/or experience.
  • 8 years – Relevant regulatory, policy, governmental affairs or equivalent professional experience.
  • Some experience with public speaking, giving presentations, and providing expert testimony under cross examination.
  • Experience preparing strategic analysis regarding critical policy issues, industry developments, and market trends.
  • Ability to quickly grasp complex issues and develop overarching regulatory strategies to support overall business direction.
  • Thorough knowledge of the energy industry and all aspects of the state and/or federal policy arena.
  • Strong leadership skills and ability to work in collaborative team environment, particularly with business unit policy leaders.
  • Exceptional written and oral communication skills and experience developing and supporting officer-level policy testimony.
  • Strong negotiation skills; able to use persuasion and argument effectively.
  • Ability to positively influence others and gain their respect, cooperation and support.
  • Must reside in Southern California or be willing to relocate upon hire.
  • We offer a hybrid work environment. Although the schedule may vary, typically this will allow you to work from the office two to three days per week and work remotely on the remaining workdays.

Preferred Qualifications:

  • Master’s Degree in law, public policy or business.
  • Understanding of the key policy, regulatory, legislative and business issues facing SDG&E preferred.

Work Schedule

HYBRID: Work a combination of onsite and remote days each week, typically 2-3 days per week.
Salary Range
$118,900.00 – $178,400.00
