Full-Time Project Manager-Innovation – $65K-$145K – PROJE002227

Job Description

Salary range is $65k to $145k, with a midpoint of $105k.  New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market.

GENERAL PURPOSE:

Under administrative direction, manage projects initiated by the Sound Transit Innovation Program. Develop project scope and manage, administer, and lead projects with a focus on cost and schedule certainty. Provide oversight to program activities, including piloting, evaluation, and implementation of innovation projects and initiatives. Manage the work of consultants/contractors, inter-divisional and inter-departmental staff teams and other stakeholders – including stakeholders from other public agencies, community groups and private entities with a stake in the outcome or who are project partners – to  provide daily coordination, reporting and support. This will require strong communication, organization and leadership skills and collaboration with project teams throughout the project life cycle.

ESSENTIAL FUNCTIONS:

The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

• Leads development of pilot projects operated within the Innovation Program and by internal project partners; gathers requirements, establishes success measures, develops project scopes, schedules and budgets; communicates progress, identifies and manages risks, supports decision making processes and coordinates stakeholder alignment to ensure on time delivery.

• Leads interdisciplinary work team(s) in working toward assigned objectives, including ensuring that team objectives are met, assigning tasks within the group, facilitating group discussions, prioritizing work and resolving group conflicts.

• Leads projects that might involve a mix of technical domains: projects based on new and updated Sound Transit systems, applications, infrastructure, networks, client/server topologies, hardware, custom software implementations, “off the shelf” software solutions, databases, middleware, Saas solutions, and internet/intranet sites.

• Facilitates working sessions to define project scope and objectives, involving all relevant stakeholders and ensuring technical feasibility.

• Manages changes to the project scope, schedule and costs using appropriate verification techniques. Tracks project performance, specifically to analyze the successful completion of short and long-term goals. Meets budgetary objectives and makes adjustments to project constraints based on financial analysis.

• Represents Sound Transit on projects initiated by other entities that Sound Transit is a participant in, but is not leading.

• Develops and negotiates partnerships with other agencies, jurisdictions and research institutions to leverage resources to achieve common goals and objectives.

• Monitors transit industry best practices, emerging trends, and innovations at peer transit agencies.

• Engages in program resource planning activities including managing consultants, monitoring work activities and coordinating project schedules; drives issue resolution through project and program governance.

• Identifies and tracks key performance indicators to measure project success and progress.

• Participates on diverse project teams, committees, and work groups with inter-departmental Sound Transit staff and public and private partners, as an advocate for performance improvement through mobility innovation.

• Develops and manages partnership and joint project agreements and vendor/consultant contracts.

• Presents information to senior management, elected officials, advisory groups, partner transit agency and local jurisdiction staff, and other external stakeholders.

• Develops policies and policy changes; prepares background research, staff reports for Board actions, and coordinates and briefs stakeholders internal and external to the Agency.

• Presents as needed to senior executives, Board and stakeholder groups as well as at industry and professional conferences and meetings.

• Develops new program elements as needed.

• Provides support to the division/department on matters as directed; serves as staff on a variety of committees; prepares and presents staff reports and other necessary correspondence; maintains awareness of new trends and developments in the fields related to area of assignment; incorporates new developments as appropriate; ensures processes, policies, and practices are interpreted and applied consistently and effectively; ensures compliance with Agency policies and procedures, rules and regulations.

• Owns development and reporting for a wide range of reports and measurement tools, tracking progress toward goals and proactively making recommendations for optimization.

• Manages file libraries, ensuring that all content is accessible to required users and stakeholders and that all content is up to date.

• Champions and models Sound Transit’s core values and demonstrates values-based behaviors in everyday interactions across the agency.

• Contributes to a culture of diversity, equity and inclusion in alignment with Sound Transit’s Equity & Inclusion Policy.

MINIMUM QUALIFICATIONS:

Education and Experience:

Bachelor’s Degree in transportation/urban planning, public administration/policy, social science or closely related field and four years of project management experience, preferably in a transit/transportation environment; OR an equivalent combination of education and experience. Experience as a Project Manager is strongly preferred.

Preferred Licenses or Certifications:

PMP Certification.

Required Knowledge and Skills:

• Project management techniques and principles.

• Financial and non-financial (social equity, sustainability, etc.) performance measurement.

• Principles of team leadership.

• Principles of negotiation.

• Principles of business letter, technical, and narrative writing and basic report preparation.

• English usage, spelling, grammar, and punctuation.

• Modern office procedures, methods, and equipment including computers and computer applications such as word processing and spreadsheets.

• Developing and writing visual presentation materials such as illustrations, charts, and graphics.

• Utilizing personal computer software programs affecting assigned work and in compiling and preparing schedules, spreadsheets and reports.

• Establishing and maintaining effective working relationships with other department staff, management, vendors, outside agencies, community groups, and the general public.

• Interpreting and administering policies and procedures sufficient to administer, discuss, resolve, and explain them to staff and other constituencies.

• Direction and oversight of consulting staff.

• Defining a detailed project scope and control scope as a means of achieving overall project objectives.

• Preparing a detailed project schedule and utilizing as the primary work plan.

• Preparing and analyzing complex data and comprehensive reports.

• Responding to inquiries and in effective oral and written communication.

• Researching, analyzing, and evaluating new service delivery methods and techniques.

• Working cooperatively with other departments, Agency officials, and outside agencies.

• Developing and monitoring divisional and program/project operating budgets, costs, and schedules.

• Pertinent federal, state, and local laws, codes, and regulations.

Physical Demands / Work Environment:  

• Work is performed in a standard office environment with some field work at transit facilities.

• Subject to standing, walking, bending, reaching, stooping, and lifting of objects up to 25 pounds.
