Former Members of Congress (FMC) is a bipartisan, nonprofit, alliance of former Senators and Representatives. We work to strengthen the Congress through promoting a collaborative approach to policy making.  We seek to deepen the understanding of our democratic system and encourage the citizenry through civic education about Congress and public service. FMC also works with current Members of Congress and staff to encourage better understanding of democracy at home and abroad. Housed within FMC are the Congressional Study Groups on Korea, Germany, Europe, and Japan. The Congressional Study Groups are premier legislative exchanges that support bipartisan relationship-building efforts between the United States Congress and these allies abroad.

 

Program Manager Position Announcement

 

FMC has an opening for a Program Manager with mid-level program and event planning experience. We are seeking a highly qualified candidate to expand, supervise, and manage FMC’s flagship Congress to Campus (CtC) program. The Congress to Campus program is approximately four decades old, takes bipartisan pairs of former Members of Congress to colleges and universities around the nation and globe, and has reached tens of thousands of students. FMC is now seeking to expand its outreach and program implementation to HBCUs, tribal colleges and universities, Hispanic-serving institutions, community colleges, service academies, and more. The Program Manager would be responsible for outreach and maintaining relationships with new and participating schools, meeting with high level officials to represent FMC and CtC and oversee and implement CtC programing with all participating schools. Successful applicants understand the Congress to Campus programs’ civic importance, have enthusiasm to bring CtC to new audiences, provide excellent assistance to participating former Congressional Members, schools, and other stakeholders.  Excellent written and verbal communication skills are key. While CtC is the focus of this position, all civic education projects undertaken by FMC fall within the position’s area of responsibility. This position supervises one Program Officer and reports directly to the Chief Executive Officer.

Key Responsibilities

  • Oversee, represent, and coordinate all aspects of the Congress to Campus (CtC) program.
  • Maintain and grow relationships with colleges and universities, students, other civic organizations, and former Members of Congress who participate in our programs.
  • Keep CtC schedule, materials, lists, documents, photos, records, statistics, and other resources organized and up to date.
  • Research, brainstorm, and implement outreach pathways to HBCUs, tribal colleges and universities, Hispanic-serving institutions, community colleges, service academies, and other networks of schools.
  • Represent CtC in meetings and conferences with schools, partners, former Members of Congress, and other stakeholders and potential stakeholders in the Congress to Campus program.
  • Recruit former Members of Congress to participate in programs, working with schools to provide preparatory support, orchestrate conference calls, and providing any additional necessary support for successful program outcomes
  • Manage records and data in relation to existing grants and keep new opportunities for development in mind.
  • Recruit, hire, and oversee interns.
  • Support other civic partnership programming and projects as needed.

Qualifications:

  • Bachelor’s Degree in a related field.
  • Three to five plus years’ experience coordinating programming, with special consideration if the programming is civic or student focused.
  • Experience organizing in-person and virtual programming.
  • Quick learner and understands the importance of proper implementation and representation of programs.
  • Exceptional verbal and written professional communications skills.
  • Outstanding time-management skills, remaining on top of both long-term and short-term deadlines.
  • Motivated to work towards FMC’s mission; is organized yet flexible regarding keeping track of multiple time-intensive projects at once and has the ability to adapt to changing priorities, with a love for learning and finding resources.
  • Authorized to work in the US.
  • Experience overseeing interns.
  • Willing to travel and attend evening events on occasion, as necessary.
  • Team-oriented, with highly developed interpersonal skills.
  • Demonstrated passion for bipartisan relations and civic education.
  • Quick to learn and enthusiastic about maintaining intricate relationships.
  • HBCU graduate or HBCU program experience preferred.

FMC offers a competitive salary and generous benefits, starting salary in the low 60s, commensurate with experience. Additional benefits include: PTO, Sick Leave, Paid Federal Holidays, Health/Dental/Vision/Life Insurance, Short- and Long-Term Disability, and generous retirement contributions.

The District of Columbia and CDC mandates permitting, all new FMC staff members are expected to work at our office in downtown Washington, DC.  After an initial trial period of six months, new FMC employees are eligible to apply for FMC’s telecommuting hybrid schedule: working remotely and working at the FMC office.
