Job Description

DESCRIPTION/RESPONSIBILITIES:
Provides overall leadership, management, and strategic direction of the program management activities across multiple functional areas.
Drives the establishment of objectives, plans, standards, risk identification, and policies ensuring successful implementation of all phases of program management; Partners with business executives to identify short and long-term projects plans; develops and maintains strong relationships across the organization.
Drives the establishment of objectives, plans, standards, risk identification, and policies ensuring successful implementation of all phases of program management; determines project timelines; oversees analysis, program design, budget, communication, and integration; approves business workflow and program design.
Directs the assessment of Project Manager capabilities and available program budgets.
Keeps business leadership apprised of program status and developments; monitors project success measures and understands the status of specific projects and assignments.
Formulates annual operational and financial budgets as they relate to unit objectives.
Develops, leads, and motivates project management staff; sets goals in training and development, performance, and career planning.

REQUIRED SKILLS:
Skills
Issue Management – Maintains a cross-functional, cross-organizational project issues list, with appropriate prioritization based on the issue’s level of importance. Drives appropriate and timely resolution and approval of changes to the project plan. Trains and/or mentors others in Change and Issue Management.

Scope Management – Solicits and organizes customer requirements (Voice of the Customer), and tracks the status of project deliverables. Proficiently uses a Value Package Profile (VPP) or other appropriate scope-defining document, and proactively manages change. Manages the connections between multiple levels of scope detail in related additional documents (e.g. Tech Profiles or equivalent documents). Trains and/or mentors others in scope management.

Schedule Management – Manages complex schedules integrating multiple sub-projects. Coaches “should mapping” sessions, and/or has an advanced level of proficiency with schedule management tools. Trains and/or mentors others in schedule management.

Resource Plan Management – Develops, manages, and coordinates cross-functional, cross-organizational resource plans for a portfolio, program, and/or project. Knows the right level of detail needed to complete the processes and use the tools effectively. Trains and/or mentors others in Resource Management.
Stakeholder Management And Communication – Identifies, engages and manages stakeholders at many levels of the company and across many functions and across boundaries (geography/cultures/plants/suppliers) on high impact, cross-functional or multi-year initiatives on a project, program or groups of projects and programs. Overcomes obstacles and resistance among stakeholders. Effectively stratifies stakeholder needs and creates and executes communications plans to fit the unique needs of each type of stakeholder. Trains and/or mentors others in stakeholder management.

Business Planning/Strategy – Performs business planning & strategic analysis at an advanced level in a wide range of situations with a broad business knowledge (customers, products, macro economic trends). Negotiates with partners and others.

Cross-Functional Knowledge – Understands the detailed work in multiple cross-functional areas. Trains and/or mentors this skill.

Project Risk Management – Leads complex or large project teams in the development of a project FMEA and/or 9-box project risk summary, and identifies and manages the actions to mitigate the risk. Trains and/or mentors other in this skill.

Education, Licenses, Certifications
College, university, or equivalent degree required. Green Belt certification required.

Experience
Significant experience, including managerial and budgetary experience, required.
Broad business knowledge required.

Ensures that Expatiate programs and operations are well supported and understood by all global team members and stakeholders (business leaders, HR, Legal, Compensation, Global Security); ensures that best practices are constantly evaluated in order to provide a seamless experience for our employees and stakeholders. Drives compliance across the function and manages risk consistently globally.

Seeks, develops and maintains strong relationships directly with business leaders and line human resources around the globe as a subject matter expert. Direct change management with any new Expatriate initiatives across all regions

Data Analytics: Directs key statistical data (Prescriptive & Predictive) to be used to analyze and maintain Expatriate programs in conjunction with Case Management functionality. Financial management of AOP budgeting data and annual review of Expatriate data being used for financial controllers and Expatriate costings

Directs complex compensation calculations to regional teams and ensuring good communication with global payroll and remuneration providers, and checks for any discrepancies in regions. Manages Service providers to deliver Expatriate programs and operations; Global training to line human resources, expatriate employees,, business partners, internal team members and other key stakeholders on global mobility programs & operations

Direct and manage all programs for Remote Work (Designations and employee-initiated moves) in every Country/Region:

Responsible for directing and facilitating global governance and compliance services and programs for new Remote Work Policy (Tax, Immigration). Work with teams in each country to understand other impacts of work designations and remote work impact such as specific country allowances and programs and relay challenges associated with designations to the Director of Mobility in addition to leaders in decision making roles.

Responsible for implementation of New Remote Work Technology platform to manage compliance globally and initiate Remote Work requests. This technology is highly complex and requires knowledge in the IT and HRIS area to complete implementation. Every employee who works for Cummins will have access to this technology.

Lead technology driven services and consult with leaders the intent of the technology for designation purposes and problem resolve issues that arise. Responsible for global Designation data analysis reporting and interpretation to leaders globally. Direct all Data Analytics for Predictive nature and Prescriptive opportunity.

Responsible for the continuous assessment of the competitiveness of Remote Work and delivering new concepts and programs occurring in the industry globally. Responsible for delivering this data to leaders for suggested designation policy maintenance and or suggested changes – This is a new industry and line of work for many Companies and that benchmarking analysis will be critical for this role and their team. Development and operational implementation of all NEW Global Mobility Policies worldwide

Consult – Accountable to lead trusted consult and strong internal collaborative partnerships with business leaders and HR leaders across CMI with ability to communicate themes for both predictive and prescriptive Analytics. Developing and evaluating future hybridization of work designation ideas for leadership thought. Cross-border remote hiring and global impact of remote work (country to country remote work possibilities)
