Full-Time Principal Business Architect (Programme)

Job Description

HMRC’s vision over the next 5-10 years is to build a trusted, modern tax administration system. To achieve this, and to give our programmes the maximum chance of success, we must adopt a more structured, industry standard approach to Enterprise Design from the early proposition stage through to delivery. Skilled Business Architects will be aligned with business areas developing the early propositions and will stay aligned to these propositions as they move into programme delivery.

They are accountable for owning the coherence of design, ensuring SME’s are engaged as and when appropriate and forming a coalition with other business and IT architects to ensure integrity of portfolio business design.

This will guarantee design is a permanent feature of each programme, ensuring standards are met through the use of a structured design framework (including a set of business architecture models) that enable clear line of sight from strategy to delivery and clearly identify the scope of the proposition, helping smooth the transition from business to IT design.

Purpose of the role is to:

  • Provide architectural oversight to programmes and projects; ensuring requirements are in alignment with strategies and roadmaps
  • Collaborate with others in the team and across the department to ensure smooth transition from business to technology design, acting as liaison in order to explain the needs of the customer and business to technical colleagues.
  • Maintain documentation required to effectively manage deliverables and expectations consistent with organisation requirements.
  • Identify the best option where multiple are identified and being able to communicate the reasons why to senior stakeholders.
  • Provide written, visual and oral briefings in a way that builds a shared understanding.
  • Maintain governance arrangements and standards for business information, escalating impacts, risks and issues appropriately.

Accountabilities:

  • Work with a wide range of stakeholders to maintain a view of the major design changes being proposed to support strategic and operational goals of the programme.
  • Support the development of Business Cases through the ownership of Business Design artefacts; ensuring alignment and agreement through Programme Board / SRO / Management Board / HMT.
  • Collaboration with other Principal Business Architects to ensure integrity of design across programmes; challenging constructively and acting as a critical friend to achieve solutions that are fit for purpose.
  • Build consensus across a large and often diverse group of stakeholders, ensuring stakeholder interests are identified and addressed in the Business Design artefacts.
  • Support the maintenance of a structured design framework including a set of business architecture models that enable clear line of sight from strategy to delivery.
  • Contributing to the design community across HMRC, ensuring consistent design standards are met.
  • Building the capability of our people (and maintain a strong delivery focused team) through effective management, coaching, mentoring and role modelling expected behaviours to improve engagement, trust and collaboration.

 

Responsibilities

As a senior leader in HMRC, you will play a key role in leadership, facilitating change and enhancing insight to improve decision making.

You should be comfortable working at pace in a complex, fast-moving, multi-stakeholder environment with high levels of senior visibility.

You will need to work collaboratively and be prepared to work confidently with ambiguity, able to range between low level data and strategic considerations, be a good communicator with strong inter-personal skills.

 

Essential Criteria

  • Strong leadership skills, with experience of managing diverse teams and stakeholder relationships in a matrixed environment; the ability to motivate, inspire and guide others to deliver in an uncertain and fast-paced environment
  • Outstanding communication skills and the demonstrable ability to communicate and influence at all levels; this includes written and verbal communications as well as visualizations.
  • A broad, enterprise-wide view of the business and varying degrees of appreciation for strategy, processes and capabilities, enabling technologies, and governance.
  • The ability to apply architectural principles, methods, and tools to business challenges.
  • The ability to assimilate and correlate disconnected documentation and diagrams, and articulate their collective relevance to the department and high-priority issues
  • Experience modelling business capabilities using a variety of tools and techniques; developing standard and scalable models as required to collect, aggregate or disaggregate complex information.
  • Ability to visualize and create high-level models that can be used in future analysis to extend and mature the department’s strategic thinking.
  • Extensive experience planning and deploying either business or IT initiatives

 

Desirable Criteria

  • A strong understanding and experience of the Tax and benefits landscape

  • Professional Certificate in Business Architecture
  • Certified Business Architect (CBA)
  • Open-BA Certified
  • Business Architect Professional (BAIP)
  • The Open Group Architecture Framework (TOGAF)

Certified Delivery Qualifications:

  • Agile Practitioner
  • Agile Project Management (APMG)
  • Prince2
