Full-Time Payroll Specialist

Job Description

Kitsap Regional Library seeks a detail-oriented professional to accurately and efficiently process payroll.   This position is responsible for all payroll functions and works directly with all levels of the organization. The Payroll Specialist reports directly to the Director of Human Resources and works with the Human Resources team to deliver excellent customer service.

GENERAL DESCRIPTION

Under general supervision, performs a variety of responsible and complex work in processing payroll for Kitsap Regional Library.

ESSENTIAL FUNCTIONS

Any of the following duties may be performed. These examples are representative and do not include all specific tasks an incumbent may be expected to perform:

DUTIES:

  • Create, monitor and maintain records in payroll and timekeeping systems. Assure that payroll is administered accurately and expeditiously, maintain records mandated by Federal, State and local laws and disseminate related information.
  • Train and instruct staff regarding payroll policies and procedures.
  • Troubleshoot payroll issues and prepare and generate payroll and other reports.
  • Prepare, monitor and maintain payroll records, reports, files and forms and ensure records are retained as required by law.
  • Respond to, monitor and maintain garnishments & child support orders.
  • Prepare and process tax deposits and other mandated documents.
  • Create and input journal entries and reconcile bank statement for Accounts Payable.
  • Answer payroll inquiries from managers and employees.
  • Review and evaluate payroll functions, processes and procedures. Recommend changes to improve delivery and efficiency or to comply with changing legislation.
  • Maintain and update Payroll Procedures Manual.
  • Provide back-up to other Human Resources department positions as appropriate.
  • Perform other related duties as assigned.

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Ability to maintain regular and reliable attendance.
  • Knowledge of Federal, State and local payroll rules and regulations, Washington Public Employees Retirement System provisions, current employment laws related to payroll and benefits including, but not limited to FLSA, FMLA, ADA, COBRA and HIPAA and general accounting principles.
  • Knowledge of payroll processes and procedures.
  • Ability to reconcile and verify multiple payroll records.
  • Ability to operate standard office equipment, perform required data entry proficiently and utilize computer software and specialized programs. Ability to operate a 10-key calculator proficiently.
  • Ability to work independently and exercise judgment and maintain a high level of organization and attention to detail.
  • Ability to address sensitive and personal issues with tact, diplomacy and confidentially.
  • Ability to communicate effectively verbally and in writing.
  • General knowledge of Human Resource activities related to payroll and benefits.
  • Ability to maintain a high degree of accuracy, work well under pressure with frequent interruptions and to meet established or mandated deadlines.
  • Ability to assess and refine processes to ensure efficiency.

While performing the duties of this job, the incumbent is required to:

  • (CONTINUOUS) seeing, talking, hearing and manual dexterity.
  • (FREQUENT) sitting for long periods of time, walking, standing, grasping, keyboarding and repetitive motion of hands/wrists.
  • (OCCASIONAL) kneeling, stooping, reaching, bending, crouching, twisting and squatting.
  • Requires occasional lifting, pushing, pulling and carrying objects weighing up to 10 pounds and, occasionally, up to 25 pounds. Work is performed indoors under office-type conditions.

SCHEDULE

This is a full-time non-exempt position scheduled for 40 hours per week. The schedule will be determined by the supervisor upon hire and may include weekends and evenings. Please note that schedules are subject to change to meet the needs of the library.

QUALIFICATIONS AND EXPERIENCE

High School Diploma or GED, plus three years of payroll administration experience.  Experience in public sector payroll is preferred.

Compensation range is $22.91-29.89 per hour DOE.
