Full-Time Parks and Recreation Deputy Director

Salary range $58,983-$88,471


This is the third of four levels in the Parks and Recreation series. Incumbents coordinate the day-to-day activities of assigned parks and recreation functions and/or services in the areas of operations, park maintenance, aquatics, programming, athletics, athletic complex maintenance, marketing, and/or historical properties. Responsibilities may include recommending and implementing hours of operation, service offerings, fee schedules, and departmental procedures; prioritizing activities; directing and reviewing marketing efforts; developing bid specifications; determining and approving the terms of rental agreements; monitoring multiple budgets and approving expenditures, and supervising lower-level staff. Parks and Recreation Deputy Directors report directly to the Parks and Recreation Director and may act as the Director in his or her absence.
TYPICAL CLASS ESSENTIAL DUTIES: (These duties are a representative sample; position assignments may vary.)
  • Manages Parks and Recreation staff to include: prioritizing and assigning work; conducting performance evaluations; ensuring staff are trained; ensuring that employees follow policies and procedures; overseeing the department’s overall marketing plan; maintaining a healthy and safe working environment; and making hiring, termination, and disciplinary recommendations.
  • Coordinates operations for the department, which includes recommending and implementing hours of operation, service offerings, fee schedules, and departmental procedures; determining and approving the terms of rental agreements; overseeing department renovation and construction projects; coordinating large scale projects in conjunction with City Project Managers; overseeing parks maintenance as well as building maintenance for various other City facilities; overseeing fleet management of the department’s vehicles and mobile equipment; and performing related duties.
  • Prepares and maintains a variety of operational records and reports which include bid specifications, financial reports, and rental agreements.
  • Responds to questions, comments, or complaints from the public; investigates and resolves issues.
  • Prepares and manages project budgets; forecasts staffing, equipment, and material expenses for budget planning; provides back-up approval for department purchases via City software; monitors and controls expenditures and adjusts budget items as needed; and assists the Director in the development of long and short-range goals for the department.
  • Recommends, plans, organizes, and administers the acquisition, disposition, maintenance, development, demolition, and management of department properties and facilities.
  • Coordinates with and serves as a liaison to the City Council, the general public, City departments, and/or external agencies; serves on internal and external committees; represents the department at meetings, proceedings, and conferences; provides consultation in their area of expertise; and responds to high visibility and complex issues.
  • Initiates preventive maintenance measures, and directs, monitors and refines preventive maintenance and asset replacement programs.
  • Oversees maintenance schedules for all department equipment and facilities to ensure the safety of the staff and the public and that essential repairs are reported and corrected.
  • Evaluate the work of contractors and take corrective action to address any performance deficiencies.
  • Performs other duties of a similar nature or level.
TRAINING AND EXPERIENCE (positions in this class typically require):
Bachelor’s degree in parks and recreation management, landscaping design, turf management, public administration or a related field and five years experience in parks and recreation, or landscaping and turf management, including two years supervisory experience; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed below.
LICENSING REQUIREMENTS (positions in this class typically require):
Licensing Requirements:
  • Certified Parks and Recreation Professional.
  • Valid Driver’s license.
KNOWLEDGE (position requirements at entry):

  • All aspects of park maintenance operations;

Positions in this class typically require: reaching, standing, walking, fingering, grasping, feeling, talking, hearing, seeing, and repetitive motions.

Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.
